The Lao Dong Newspaper Legal Consulting Office replied:
On November 14, the Ho Chi Minh City People's Council passed a resolution regulating the criteria for establishing a Security and Order Protection Team; criteria for the number of members of the Security and Order Protection Team; level of support, compensation and spending for forces participating in security and order protection at the grassroots level in the city.
According to the provisions of Article 8 of this Resolution, forces participating in protecting security and order at the grassroots level are allowed to buy uniforms, badges, badges, signs, and certificates according to the list, standards, terms, and duration prescribed in Article 3 of Decree No. 40/2024/ND-CP dated April 16, 2024 of the Government not exceeding VND 4,000,000/person/year.
Thus, people participating in security and order protection at the grassroots level in Ho Chi Minh City are allowed to buy uniforms, badges, badges, signs, and certificates for no more than VND 4,000,000/person/year.
