Ho Chi Minh City reclaims land from 88 households to widen 30m road in Go Vap

HCMC – Road D3 (from Phan Van Tri to Quang Trung) in Go Vap district was expanded to 30m with a total capital of nearly 657 billion VND, with 88 households and 2 organizations having their land recovered.

The project to expand D3 Street in Ward 10, Go Vap District was approved by the Ho Chi Minh City People's Committee in 2016 with the goal of reducing traffic congestion on Quang Trung and Phan Van Tri streets, while also completing the regional traffic network.

The 360m long road was initially planned to be widened to 20m with a construction cost of 27 billion VND. However, due to problems in compensation and site clearance, the project has not been able to be constructed.

At that time, the site clearance work was separated into a separate project with a total capital of nearly 84 billion VND, invested by the Go Vap District Compensation and Site Clearance Board. However, due to the lack of investment decisions from the competent authority, the site clearance compensation project could not be implemented.

Recently, the Ho Chi Minh City People's Council approved the adjustment of the investment policy for the D3 road expansion project, increasing the total capital to nearly 657 billion VND (combining two separate projects into one common project).

The main reason is due to the increase in road expansion from 20m to 30m, resulting in compensation, support and resettlement costs increasing from nearly 84 billion VND to more than 550 billion VND.

According to the Go Vap District People's Committee, the project will reclaim more than 10,493 m² of land, of which the expected land area without compensation is about 5,880 m² and the land area requiring compensation is about 4,612 m². The project needs to reclaim about 3,666.3 m² of defense land managed by the Quartermaster Department.

The project affects 88 households, with 9 households having to be completely cleared, 8 households having to be partially cleared but the remaining land area is small, and 71 households having to be partially cleared.

In addition, two organizations also had their land revoked, of which one organization had to completely clear its land and one organization had to partially clear its land.

It is expected that 17 households eligible for resettlement will be arranged at Khang Gia apartment building, Ward 14, Go Vap district.

According to the plan, this year, the project will be allocated capital to carry out compensation and site clearance work. By 2025, procedures related to design, appraisal, project approval and compensation work will be completed.

In 2026, Go Vap District will select a contractor and begin construction. The project is expected to be completed and put into use in 2027.

The expansion of D3 Road not only enhances traffic connectivity in the area, but also creates momentum for socio-economic development in Go Vap District, especially reducing traffic congestion on major roads such as Quang Trung and Phan Van Tri.
