Over the past time, localities and units in Quang Ninh have initially proactively reviewed, coordinated handling, integrated undergrounding, and compacted wires, electrical cables, and telecommunications in traffic road and sidewalk renovation and urban embellishment projects.
To date, 141/150 locations belonging to underground projects have been and are being handled in communes, wards, and special zones.
In addition to continuing to implement approved projects, 28 localities proposed 76 new underground projects, with a total estimated investment of over 2,062 billion VND.
However, the current implementation progress has not met the requirements as many localities have not yet reported.
Coordination between localities and electricity and telecommunications units in some places is not close; ownership, handling responsibilities and funding sources have not been fully identified. Many wires and cables that are no longer in use have not been dismantled, while underground technical infrastructure is not synchronized.

Notably, some projects to renovate roads, sidewalks, and urban embellishments have not fully integrated undergrounding items. This leads to the risk of unsynchronized investment, reducing the efficiency of capital use.
In the immediate future, Quang Ninh City requests to focus on completing the undergrounding and compacting of wires and cables in the wards: Hong Gai, Ha Long, Ha Lam, Ha Tu, Cao Xanh, Quang Hanh, Cam Pha and Cua Ong.
In particular, for new construction projects, renovation and upgrading of traffic roads, sidewalks, drainage and urban embellishment, it is necessary to study and synchronously arrange underground technical infrastructure right from the investment preparation stage. The goal is not to let the situation of projects that have just been completed have to be dug up to supplement infrastructure occur.
The implementation is required to be focused and key, suitable to actual conditions; initially focusing on old urban areas. The undergrounding plan must be comprehensively designed according to the route, according to the power line route and appropriate investment phasing.
For existing urban development and expansion areas, it is necessary to allocate land funds, underground space and a common technical infrastructure system to install and underground power and telecommunications lines right from the research, planning, policy approval, and investment approval stages.
This is to ensure synchronization, avoid having to renovate many times, causing waste of state budget and social resources.
Quang Ninh also requires owners and units managing electricity and telecommunications assets to allocate funds and organize the relocation, undergrounding, and consolidation of assets under their responsibility according to regulations.
The state budget will provide targeted support to invest in public infrastructure, shared technical infrastructure and contents under the State's responsibility in accordance with regulations.
