Ho Chi Minh City People's Committee has just issued a plan to implement compensation, support and resettlement work to serve the D3 road expansion project, the section from Phan Van Tri street to Quang Trung street (Go Vap ward).
According to the plan, site clearance work will be implemented in 20 steps and must be completed before September 3, 2026 to ensure project progress.
The D3 road expansion project was approved by the Ho Chi Minh City People's Committee in 2016. Initially, the road was planned to be expanded to 20m with a construction cost of about 27 billion VND. The compensation and site clearance part was separated into a separate project with a total capital of nearly 84 billion VND. However, for many years the project has not been able to be implemented.
By October 2024, the Ho Chi Minh City People's Council adjusted the investment policy, raising the total project capital to nearly 657 billion VND after merging two projects into one.
The road surface scale was adjusted from 20m to 30m, leading to a sharp increase in compensation, support and resettlement costs, from nearly 84 billion VND to more than 550 billion VND.
Road D3 has a direction coinciding with alley 312 Quang Trung, about 360m long. After completion, the road will be expanded to 30m, connected to existing road No. 3, forming a smooth traffic axis from Nguyen Van Luong to Quang Trung.
The project is expected to contribute to reducing traffic pressure on frequently congested roads in areas such as Phan Van Tri, Quang Trung and Thong Nhat.

According to the plan, the total land area expected to be recovered is more than 10,720m2, affecting 100 cases, including 98 households and 2 military units.
Among these, there are 21 cases expected to be resettled, including 8 households being completely cleared and 13 households being partially cleared but the remaining area is less than 15m2, not meeting living conditions.
The project is expected to be completed and put into operation by the end of 2027 or early 2028.
