According to new regulations, buses are prioritized when organizing traffic in urban areas, in which they are prioritized to circulate in the lane adjacent to the sidewalk and can mix with motorbikes.
Notably, Ho Chi Minh City will organize priority lanes or dedicated lanes for buses and non-motorized vehicles on some sections and routes to meet technical infrastructure requirements.
The city also orients the development of multimodal transport, connecting buses with rapid buses, urban railways, river buses, bicycles and pedestrians, forming an interconnected public transport network, convenient for people.
The bus network is prioritized for development to connect important traffic hubs such as railway stations, airports, inter-provincial bus stations with the urban center area.
At urban railway stations, bus stops will be arranged appropriately. At the airport, the starting and ending points and bus stops and parking locations are organized in areas convenient for passengers to access, ensuring traffic safety.
Ho Chi Minh City sets a target that by 2030, 100% of buses in the area will use electricity or green energy.
The city also encourages investment in vehicles that meet technical standards for access transport, striving for the rate of public passenger transport vehicles with assistive devices for people with disabilities to reach at least 15%.
The new regulation also orients the synchronous development of bus service infrastructure, including starting points, ending points, stops, waiting rooms, bus stations, transfer points, technical parking lots, parking lots and passenger parking areas.
Stops and waiting rooms are prioritized to be arranged in densely populated areas, apartments, hospitals, schools and places with high travel demand. The location must be convenient, safe, easy to recognize and have access for pedestrians on short distances.
Bus stops are oriented to be equipped with lighting systems, surveillance cameras, electronic information boards and passenger service utilities.
At transfer points, bus stations, parking lots and technical yards, passenger pick-up and drop-off areas, ticket sales, waiting rooms, driver rest areas, toilets and parking lots can be arranged. The city also encourages the integration of electric charging stations, battery exchange cabinets, car washes, maintenance workshops, multi-story parking garages, public bicycle stations and commercial amenities.
In addition to investing in vehicles and infrastructure, Ho Chi Minh City is oriented to develop support services, helping people easily combine multiple modes of transportation in one journey.
The public bicycle network and dedicated bicycle lanes will be developed, prioritizing connections with stops, waiting houses, bus stations and bus transfer points.
After more than a month of implementing 100% ticket price support, the number of bus passengers in Ho Chi Minh City has increased sharply. From July 1 to August 7, 134 routes under the program served more than 10.5 million passengers, an increase of 42% compared to the same period in 2025.
