The Ho Chi Minh City People's Committee has just sent an urgent document to the Ministry of National Defense, the Ministry of Finance, the Ministry of Construction, and the Ministry of Agriculture and Environment to ask for comments on the Report on the investment policy for the project to build a road and a sea overpass connecting Can Gio - Vung Tau.
The project is proposed under the public-private partnership (PPP) method, BT (build - transfer) contract invested by Vingroup Corporation.
The starting point of the route is at the East Sea 2 road, Can Gio coastal urban area, Can Gio commune, Ho Chi Minh City; the end point is at the planned Sao Mai - Ben Dinh road, intersecting with 30/4 road, Tam Thang ward. The route passes through Ganh Rai Bay, a region with complex geology and hydrology.
The total estimated investment of the project is about 104,410 billion VND, including interest during the construction period. Investors mobilize 100% of capital from equity and commercial loans, not using public investment capital; The State pays with counterpart land fund.
The project is expected to start construction in June 2026 and be put into operation and use in the second quarter of 2029.
The Ho Chi Minh City People's Committee assessed the project as large-scale and likely to impact a number of sectors and fields such as maritime activities, maritime transportation, water resource management, construction and planning.
Therefore, to have full information as a basis for appraisal and approval of the investment policy, the Ho Chi Minh City People's Committee requests the Ministries to coordinate, give comments and send them before December 25, 2025.
According to Vingroup's research, the road and overpass project connecting Can Gio - Vung Tau has a total length of about 14.67 km, of which the overpass is nearly 11 km long, including 4 lanes for motor vehicles and 2 mixed lanes, with a design speed of 60 km/h.
The bridge uses a cable-stayed structure, the main span is 600 m long, the clearance of the boat is 55 m, meeting the needs of large ships passing through.
The approach road is nearly 3.8 km long, with a design speed of 80 km/h, and a scale synchronous with existing routes and planning.
Can Gio and Long Son - Vung Tau are two coastal areas with great potential for eco-tourism, industry - seaports and logistics.
There is currently no direct connection route between the two areas; people and businesses have to go around National Highway 51 or travel by Can Gio - Vung Tau ferry, taking from 90 - 120 minutes.
When completed, the route and the overpass will create a direct, only connection axis between Ho Chi Minh City and Vung Tau in the coastal direction, shortening travel time to about 10 minutes.
At the same time, the project supports the development of Can Gio Sea Tourism Area, Long Son Industrial Park; improves the exploitation capacity of Cai Mep - Thi Vai port cluster; reduces the load on National Highway 51 and Road 965, creating momentum to promote the socio-economic development of the southern area of Ho Chi Minh City.
