HCMC requests urgent implementation of flood response measures

Faced with the complicated developments of heavy rain, high tides and flood discharge, Ho Chi Minh City requires units to urgently deploy response measures to ensure safety downstream.

According to the Southern Hydrometeorological Station, the highest water level of the day at most stations on the Saigon River will decrease slowly in the next 2-3 days, then change slowly.

In the next 5 days, the highest daily tide peak will be approximately at or above alert level 2, Thu Dau Mot station will be at or above alert level 3.

In the next 24 hours, the water level at Ta Lai station on the Dong Nai River is likely to decrease slowly and fluctuate at the above alert level of 0.10-0.20 m. It is necessary to be on guard against the possibility of heavy rain, combined with floods and discharge from reservoirs causing flooding, landslides on river banks and streams in low-lying areas in Dak Lua, Nam Cat Tien, Ta Lai, Thanh Son, Phu Vinh, Dinh Quan communes and neighboring communes.

To proactively operate and regulate reservoirs, ensure safety of works and minimize flooding downstream due to heavy rain caused by tropical depressions, storms and high tides, the Chairman of the Ho Chi Minh City People's Committee requested relevant units to synchronously deploy response measures.

Reservoir management units such as Southern Irrigation Exploitation Company, Tri An Hydropower Plant and Irrigation Works Management and Operation Center must base on Decision 1895/QD-TTg and the single- course operation, closely monitor the weather situation, water flow and water level of the reservoir to proactively lower the water level, increase flood prevention capacity.

At the same time, units must regularly check the safety of works, equipment systems, flood overflow, monitoring systems and prepare adequate materials and means to handle incidents; promptly notify authorities and people downstream when operating water discharge.

People's Committees of wards and communes at risk of being affected by flood discharge are required to closely monitor the flood discharge developments of reservoirs, promptly notify discharge flows and flood risks for people to proactively prevent; at the same time, implement the "4 on-site" motto and be ready to implement Decision 491/QD-UBND and flood prevention plans downstream.

The Department of Agriculture and Environment is assigned to regularly update weather conditions, forecasts of tropical depressions, storms, high tides and flood discharge developments of reservoirs to promptly warn agencies, organizations and people; at the same time, advise and report to the Ho Chi Minh City People's Committee when urgent situations appear that need to be directed to handle.
