Accordingly, in 2021, the People's Committee of Thanh Hoa province approved the investment policy for the pig farm project in Tan Phuc commune to Agri-Vina Agricultural Investment Joint Stock Company. The project is large-scale with 32 pig farms (more than 44,000m2), 7 pig farms after dairy (nearly 8,000m2), a 15ha production forest and a designed capacity of 60,000 pigs/year. On January 10, 2024, the project was granted an environmental license.

After completing the procedures, in early 2024, Agri-Vina Company put the pigs into trial farming. However, just a few days later, the farm was reported by people to be spreading a strong stench. In that situation, the People's Committee of Thanh Hoa province has suspended the farm from July 30, 2024 so that the company can fix the problem.
On May 30, 2025, the People's Committee of Thanh Hoa province issued a document allowing Agri-Vina Company to continue to raise pigs at the design capacity. However, in a short time, authorities and people have discovered a recurrent environmental pollution, affecting Tan Phuc commune and Lang Chanh town.
"The stench from the farm has reappeared since the herd was allowed to increase at the end of May 2025. The most smelly time is from 7pm to around 8am - 9am the next morning" - Ms. Le Thi Linh (residing in Oi Quarter, Lang Chanh Town) said.
Mr. Le Duc Tien - Vice Chairman of the People's Committee of Lang Chanh district, Thanh Hoa province confirmed that the common stench is real. According to him, upon receiving the feedback, the district contacted the company and was explained that it was due to a power outage and a broken waste treatment pipe. However, the stench continued to appear for many days afterwards.
"We have issued a document requesting Agri-Vina Company to coordinate with the Department of Agriculture and Environment, communes and towns to conduct an inspection and thoroughly handle this situation. The company must report the results to the district before June 15" - Mr. Tien said.
The People's Committee of Lang Chanh district also assigned the leaders of Tan Phuc commune and Lang Chanh town to strengthen supervision of environmental protection at the farm. In case the pollution continues after June 15, the relevant units must synthesize and report so that the district can take drastic measures to handle it.
