A series of old offices on National Highway 49, the section passing through My Thuong Ward (Hue City), have been abandoned for more than 15 years, seriously degraded, causing great waste and losing the urban beauty.

Leaving it fallow

On National Highway 49 passing through My Thuong Ward (Hue City), there are a series of headquarters that used to be the workplace of state agencies in the old Phu Vang District, now abandoned and seriously degraded.

In the Middle East residential area, many houses are built majestically, with a facade adjacent to the national highway but are locked or left to be left to overgrown with grass, causing a messy landscape right at the eastern gateway of Hue City. Some houses have a dividing fence, some are completely empty, no one is looking after or maintaining them.

This is mainly the old headquarters of administrative agencies such as the People's Court, the State Treasury and the old People's Procuracy of Phu Vang district. For example, the old People's Court headquarters with an area of 482m2 of land and 258.5m2 of houses, a large project at that time was lying idle on the side of the road with no one coming back.

Meanwhile, the district State Treasury building is located on a 750m2 land plot, with a 2-storey house built in 1995 with an area of over 233m2, along with a level 4 house with an area of 53.5m2 built in 2001. Similarly, the old People's Procuracy headquarters of 779m2, which was previously assigned by the People's Committee of Thua Thien - Hue province to the People's Committee of the old Phu Vang district for management in 2013, is also in a similar situation.

According to Lao Dong Newspaper, looking from the outside, the buildings were almost surrounded by overgrown with grass and flooded with garbage. Entering inside, the " colder" scene covered the space when the walls and tiled roofs were covered with a layer of black moss, thick spider web and mosquito flies.

Almost all of the main doors, windows, and ventilation were broken, and each piece of glass was broken and scattered all over the floor.

In addition, the toilets and snail rooms are all damaged, degraded, and turned into garbage dumps.

Finding a solution

According to local people, the situation of abandoned works has been going on for more than 15 years, creating a great waste of public assets.

"At first, the building had fences and locked doors, but later it was damaged and degraded. Now the project is too wasteful, no one dares to enter it" - Mr. Le Hiep (a resident of Hue City) said.

The reason for the abandoned works is that since 2003, after the old Phu Vang district administrative center moved to the old Phu Da town, all district-level agencies have left one after another, leaving many headquarters to this day.

Mr. Doan Van Sy - Chairman of My Thuong Ward People's Committee - said that the ward is developing a project to classify and handle these abandoned land plots. Accordingly, any place in the residential land planning will be auctioned, commercial - service land will be proposed for lease, and in case of traffic planning or road closure, we must wait for the site clearance plan.

"When there is a conclusion on the handling plan, we will inform the press" - Chairman of My Thuong Ward People's Committee said.

This solution not only aims to eliminate waste, but also contributes to urban beautification, effectively taking advantage of public land funds on the main artery of National Highway 49 - an important East-West traffic axis of Hue City, which has long been concerned about the prolonged existence of abandoned and degraded billion-dollar headquarters, posing many potential safety risks.
