Proposal to add 63 vice chairmen of Commune and Ward People's Committees in Hanoi

Hanoi - The Department of Home Affairs proposes to add 63 vice chairmen to 26 wards and 37 communes of the city.

Hanoi Department of Home Affairs has just submitted a report on the plan for the number of professional departments under the commune-level People's Committee, increasing the number of vice chairmen of commune-level People's Committees and not yet dismissing members of the City People's Committee.

According to the Department of Home Affairs, Decree No. 300/2025/ND-CP stipulates in Clause 1, Article 6, the number of vice chairmen of commune-level People's Committees is calculated on the principle of an average of no more than 2.5 vice chairmen for each commune-level administrative unit. In Clause 2, Article 6, based on the total number of the whole city, the City People's Committee decides the specific number of each commune and ward in accordance with the natural area, population size, administrative unit classification, socio-economic development level and the actual situation of the locality.

Accordingly, the maximum total number of vice chairmen of commune-level People's Committees of Hanoi City is: 126 × 2.5 = 315 vice chairmen.

Compared to the basic number of 252 vice presidents (2 vice presidents/unit), the number increased is 63 vice presidents.

Immediately after Decree No. 300/2025/ND-CP dated November 17, 2025 of the Government was issued, in December 2025, the Department of Home Affairs advised and submitted to the City Party Committee and People's Committee a plan to allocate the number of additional vice chairmen of commune-level People's Committees.

However, in the content of the appraisal, the City Party Committee's Organization Committee requested that the allocation of the additional number of vice chairmen of commune-level People's Committees must be based on the results of the classification of administrative units (the regulated time for the classification of administrative units to be completed before May 31, 2026).

In the process of advising on the development of documents implementing the Capital Law, the Department of Home Affairs has proposed to study and pilot the arrangement of equally increasing the number of vice chairmen of commune-level People's Committees in localities.

However, taking into account the opinions of the Department of Justice, this content needs to be carefully assessed on the necessity, political and legal basis of the pilot program. At the same time, it is necessary to have the opinions of competent authorities at the Central level, in accordance with the process and regulations.

Therefore, at present, it is only focused on arranging the number of vice chairmen of Commune and Ward People's Committees according to the provisions of Decree No. 300/2025/ND-CP.

According to the initial organization plan when implementing the arrangement of administrative units and building a 2-level local government model, at point b, clause 1, Chapter II of Official Dispatch No. 09/CV-BCĐ of the Government Steering Committee and point b, Section 1 of Official Dispatch No. 4168/BNV-CQĐP dated June 23, 2025 of the Ministry of Home Affairs, each commune, ward, and special zone is allocated no more than 2 vice chairmen of the People's Committee. This is the basis for determining the basic number of 252 vice chairmen for 126 communes and wards before calculating the additional number according to Decree No. 300/2025/ND-CP.

According to data compiled by the Department of Home Affairs at the time of drafting the report, 126 communes and wards of the city currently have 247 deputy chairmen of the People's Committees, still lacking 5 deputy chairmen compared to the basic number of 252 deputy chairmen.

In which, 122/126 communes and wards have arranged enough 2 vice chairmen of the People's Committee; 3/126 communes and wards only have 1 vice chairman of the People's Committee (wards: Yen Nghia, Thuong Cat, Bo De); 1/126 communes currently do not have a vice chairman of the People's Committee (Minh Chau commune).

The consolidation of the title of Vice Chairman of the People's Committee that is still lacking in communes and wards that do not have enough 2 vice chairmen/unit, is carried out according to the personnel work process and the order of election and approval according to regulations; not included in the additional number of Vice Chairmen of the People's Committee according to Decree No. 300/2025/ND-CP.

On that basis, the Department of Home Affairs has proposed a plan.

Accordingly, to ensure harmony in the structure of the number of Vice Chairmen of the People's Committees between the groups of communes and wards and not exceeding the total targets according to regulations, the number of 63 additional vice chairmen will be allocated by block, expected as follows:

For the ward block: 51 x 0.5 = 25.5 deputy chairmen are added (rounded up to 26 deputy chairmen). Add 26 deputy chairmen to the 26 wards with the highest total points for classifying administrative units in order from highest to lowest.

For commune blocks: 75 x 0.5 = 37.5 deputy chairmen are added (rounded up to 37 deputy chairmen). Add 37 deputy chairmen to 37 communes with the highest total points for classifying administrative units in order from highest to lowest.
