Sharing with Lao Dong Newspaper, Mr. Bui Van Nhan - Village Head cum Deputy Secretary of Muong Thao Village Party Cell, Muong Dong commune, Phu Tho province - said that from July 1, the village was established on the basis of merging Thao Quan hamlet and Thao Ca hamlet.
After the merger, Muong Thao village has 359 households, with 1,629 people. The area is wider, the number of households increases, making the work of the village head more difficult than before.
At first, when we first merged, my wife and children also complained more because of my work. But as a Party member, and being trusted and elected by the people, I determined to try to complete the assigned tasks well," Mr. Nhan shared.
According to Mr. Nhan, work at the grassroots level requires village leaders to regularly stick to the area, grasp the thoughts and aspirations of the people and promptly handle arising problems.
He believes that village heads are the people closest to the people, so work is not limited to office hours.
Whenever people need it, the village head must be present to resolve or report to competent authorities.
Speaking about the post-merger allowance regime, Mr. Nhan said that the State's adjustment and increase in support levels is a motivation for village workers to feel more secure when performing their duties.
I am very excited that the allowance has been adjusted to increase. I also hope the State will continue to increase the allowance level for village heads and hamlet heads, because these are forces close to the people, regularly solving many arising tasks at the grassroots level," Mr. Nhan expressed.
Regarding the arrangement of villages and hamlets, Mr. Nguyen Dinh Chinh - Vice Chairman of Muong Dong Commune People's Committee - said that before the merger, the locality had 35 villages and hamlets. After arrangement, the number of units decreased to 21 villages.
According to Mr. Chinh, after the merger, the team of village officials is stable and feels secure in their work. Currently, the regime of village officials is still implemented at the old level and is waiting for retroactive payment according to the new policy.
Resolution No. 13/2026/NQ-HĐND of the Phu Tho Provincial People's Council, effective from July 2026, stipulates the policy of allowances for non-specialized workers and people participating in activities in villages and residential groups.
According to the new policy, in special or large-scale areas, Party Cell Secretaries and Village Heads are entitled to an allowance of 5.566 million VND/person/month. For the remaining areas, the benefit level is 4.554 million VND/person/month.
The Head of the Fatherland Front Work Committee receives VND 4.301 million and VND 3.542 million/month respectively, depending on the area group.
Deputy Secretary of the Party Cell and 7 other positions are supported with 759,000 VND or 632,500 VND/month.
For concurrents, the benefit level is equal to 100% of the allowance for concurrent positions. In case one person takes on multiple positions, only the highest allowance level is enjoyed.
