According to Directive 21/CT-TTg of 2026 of the Prime Minister, localities are urgently implementing the arrangement and reorganization of villages and residential groups. Along with that, the selection and introduction of the team of Village Heads and Residential Group Leaders is also set with many new requirements to improve the quality of governance at the grassroots level.
According to the direction, before June 10, 2026, the People's Committees of provinces and cities must complete the overall plan for arranging and reorganizing villages and residential groups. This includes the content of consolidating the non-specialized personnel in villages and residential groups after arrangement, and at the same time resolving regimes and policies for those who do not continue to participate in activities.
Village heads and residential group leaders are one of the three titles of non-specialized workers in villages and residential groups, so they are subject to consideration and arrangement in this phase.
In addition, before June 30, 2026, localities must complete the construction and approval of the Project on arranging villages and residential groups. The implementation process must ensure publicity, transparency, and get people's opinions in accordance with the law to create consensus in the implementation process.
Notably, the Prime Minister requested that the selection and introduction of non-specialized personnel in villages and residential groups must prioritize individuals with prestige in the community, with health, enthusiasm, sense of responsibility and ability to mobilize the masses. At the same time, this team needs to be gradually rejuvenated, improving the level of information technology application and community management skills to serve people more effectively.
Thus, no later than June 30, 2026, the arrangement of villages and residential groups nationwide must be basically completed. For the titles of Village Head and Residential Group Head, criteria on prestige, capacity, responsibility and adaptability to digital transformation will be important factors in the process of selecting and introducing personnel.
These new requirements are expected to contribute to building a dynamic and close-to-people grassroots cadre team, while promoting the digital transformation process and improving the quality of service to people in the residential community.
