Lak district is located in the southeast of Dak Lak province, 52km from Buon Ma Thuot city center, with 23 ethnic groups living together.
People mainly live along National Highway 27 and Provincial Road 687, bordering Lam Dong province. The whole district has over 78,000 people, the proportion of ethnic minorities accounts for over 65%.
The poverty rate of the whole district of Lak according to the multidimensional poverty standard for the period 2022-2025 is 20.95%, the near-poor household rate is 16.77%. Implementing the National Target Program on socio-economic development of ethnic minority areas, Lak district has organized vocational training for thousands of mountainous workers.
However, Lak District People's Committee assessed that vocational training is mainly to improve the qualifications of rural people. Thereby, serving to solve on-site employment for workers so that they can stabilize their production.
According to Mr. Le Anh Tu - Vice Chairman of Lak District People's Committee, there are no large-scale enterprises investing in the area, only very few small and micro enterprises. Therefore, the opportunity for workers to find jobs is not high.
The work of passing on the profession of coffee tree care, cooking, masonry, and disease prevention for livestock is very close and practical to the life of rural workers.
However, to train workers with professional and technical qualifications to meet the increasingly high demands of labor export enterprises is still difficult.
Replicate good and effective models
To improve the socio-economic life of the people, Lak district has diversified livelihoods, developed poverty reduction models combined with vocational training. Every year, the district and commune authorities coordinate to support livestock farming, breeding cows, intensive coffee cultivation, and provide fruit trees and new rice varieties to the people in the mountainous areas.
Along with diverse vocational training, grassroots cadres go to each village and hamlet to encourage and motivate people to do business, accumulate savings, and have the will to escape poverty.
Mr. Nguyen Van Chien - Head of the Department of Labor, War Invalids and Social Affairs of Lak district said: "The district has a policy of arranging and arranging Kinh households with ethnic minority households to live together, so that there are conditions to learn, exchange experiences, and help each other in work, production and daily life. Especially, together we strive to escape poverty, determined not to fall back into poverty."
To effectively teach vocational skills, the Lak District Vocational Education and Continuing Education Center must select teachers with practical experience and teach vocational skills by hand-holding so that workers can quickly learn.
Every year, Lak district organizes a conference to review and evaluate, share good practices and effective economic models for replication. At the same time, it draws experience from limited guidance and direction, which has not fully promoted the effectiveness and humanistic meaning of employment policies.
