The Ministry of Home Affairs is seeking comments on the draft Circular promulgating the Regulations on recruitment and selection of civil servants and public employees, civil servant promotion exams, and the Regulations on organizing recruitment and selection of civil servants and public employees, promotion exams, and promotion of professional titles of civil servants.
In which, it is proposed to regulate the organization of considering promotion of professional titles of civil servants.
Prepare to organize the promotion review:
Pursuant to the provisions of Clause 1, Article 32 of Decree No. 115/2020/ND-CP, as amended by Clause 16, Article 1 of Decree No. 85/2023/ND-CP; specific regulations of the Ministry of Management of Professional Titles of Professional Civil Servants on standards, conditions, forms, and contents of appraisal of dossiers for consideration of promotion of professional titles of civil servants, the Chairman of the Council shall specifically decide on the method of organization, time, and instructions for appraisal of dossiers; must ensure accuracy, fairness, objectivity, and science.
If necessary, the Chairman of the Council shall decide specifically on the scoring method and scoring criteria for the application as a supplementary measure to assess the application to have additional basis for determining the successful officer in the promotion examination.
Notably, the draft also clearly states the decision on the results of the promotion review:
The Chairman of the Council organizes a Council meeting to review the promotion results; Council members exchange and discuss openly and democratically the promotion results; agree on the promotion results and the list of successful officials.
The Chairman of the Council reports to the head of the agency or unit organizing the review and approval of the results of the review and the list of successful civil servants according to regulations.
The determination of successful candidates in the promotion examination is carried out according to the provisions of Article 40 of Decree No. 115/2020/ND-CP, as amended in Clause 20, Article 1 of Decree No. 85/2023/ND-CP, and the regulations of the Ministry on management of professional titles of specialized civil servants.
