One of the notable points in the project to reorganize the Vietnam Expressway Administration into the Public-Private Management Agency is to increase the staff from 39 to 136 people.
Details on the plan for handling organizational structure, personnel, finance, assets and other issues are as follows:
About the organization as follows:
Administrative organizations: Formed on the basis of the existing organizational structure of the Vietnam Expressway Administration.
Branches under the Department of Public-Private Management: Newly established on the basis of functions, tasks and powers of the Department of Public-Private Management.
Regarding staffing and personnel as follows:
The total number of administrative staff assigned to the Vietnam Expressway Administration in 2024 is 39.
With the proposal of 136 positions of the Department of Public-Private Management: Transfer 39 positions to administrative organizations under the Department of Investment Management and add 97 positions in the advice block and Branch under the Department of Investment Management to be mobilized from the Vietnam Road Administration, the Department of Construction Investment Management and a number of other agencies and units in the Ministry of Transport.
About land headquarters as follows:
The Vietnam Expressway Administration does not have a headquarters yet and is currently being arranged by the Ministry of Transport to have a working headquarters during the repair of the Ministry of Transport's working headquarters on the 9th floor of the Vietnam Aviation Administration building at 119 Nguyen Son, Long Bien, Hanoi (private use area of about 400m2).
About finance
For the remaining period of 2024: Based on the assigned state budget estimate and the revenue estimate from toll collection of the Vietnam Expressway Administration, the Ministry of Transport decides to adjust the estimate based on the staffing, payroll and management and usage needs after rearranging and reorganizing the apparatus.
From 2025 onwards, the preparation and assignment of state budget expenditure estimates to the Vietnam Road Administration and its affiliated units shall be based on the State's regimes, policies and norms in accordance with the provisions of the law on the state budget.
Regarding assets, equipment, vehicles and related contents as follows:
Regarding the management of road infrastructure assets under its management: The Vietnam Expressway Administration does not manage road infrastructure assets. Currently, the Ministry of Transport assigns the Vietnam Road Administration to manage road infrastructure assets.
All existing assets, equipment and vehicles managed by the Vietnam Expressway Administration will be counted and handed over in their original condition in accordance with the law to the Public-Private Management Department for management and use in professional work based on needs, workload and actual situation.
