According to the provisions of Decree 282/2025 of the Government, replacing Decree 144/2021 on administrative sanctions in the fields of security, order, and social safety; prevention and control of social evils; prevention and control of domestic violence, the new regulations will take effect from December 15, 2025.
Notably, this decree significantly increases the penalty for groups of violations of regulations on registration and management of residence of accommodation establishments.
Specifically, accommodation businesses, collective housing, medical facilities, tourist accommodation establishments, accommodation establishments in industrial parks and other units that do not implement accommodation notices for 1-3 people will be fined 2-4 million VND (double the current level).
In case of not notifying accommodation for 4-8 people, the fine will be 4-8 million VND (current level is 2-4 million VND).
For violations of not reporting accommodation for 9 or more people, the fine will increase to 8-12 million VND (previously 4-6 million VND).
More serious acts such as allowing others to register their residence to take advantage of their own gain; obstructing citizens' freedom of residence; not complying with the inspection of residence... will be fined 4-8 million VND (double the current level).
In addition, many acts related to residence management have also increased the fine to 2-4 million VND, instead of 1-2 million VND as before, including: erasing, correcting and distorting the content of residence information confirmation; buying, selling, leasing, borrowing or using residence documents for the wrong purpose; not carrying out procedures to change the place of residence despite eligibility; organizing, luring, or forcing others to violate the law on residence; mortgaging or destroying residence documents...
The same penalty is applied to the act of illegally appropriating or using a citizen identification card, identification card, electronic identification card, identification certificate or a confirmation of canceled personal identification number with a re-established personal identification number of another person.
Thus, from December 15, 2025, hotels and motels that confiscate visitors' ID cards will face a fine of 2-4 million VND for violating regulations on illegal possession and use of identification documents.
