Newly signed 5,262 collective labor agreements
Trade union levels, especially the VGCL, have proactively innovated and improved the quality of participation in building policies and laws directly related to workers and trade union activities.
In which, the VGCL promotes the role of member of the National Wage Council in proposing negotiations on the annual minimum wage adjustment level suitable to the actual situation, harmonizing the interests between workers and businesses; focusing on building and completing the draft Law on Trade Unions (amended), submitting it to the National Assembly (XV term) for approval at the 8th Session, creating an important legal corridor for the Vietnam Trade Union organization in attracting, gathering, and protecting the rights of workers.
The VGCL actively and proactively participates in the process of building and amending the Law on Social Insurance and the Law on Employment; promptly and responsibly participates in amending the 2013 Constitution, the Law amending and supplementing a number of articles of the Law on the Vietnam Fatherland Front, the Law on Trade Unions, the Law on Youth and the Law on Implementing Democracy at the Grassroots level; actively researches and coordinates to propose to the Government to issue a Resolution on policies and regimes for subjects affected by the arrangement of organizational structures and administrative units at all levels according to Conclusion 183-KL/TW dated August 1, 2025 of the Politburo and the Secretariat, including subjects who are trade union officials...

Trade union levels focus on implementing solutions to improve the effectiveness and substance of implementing democracy at the grassroots level, promote the right to mastery of union members and workers, prevent and effectively participate in resolving labor disputes and collective work stoppages, contributing to building harmonious, stable and progressive labor relations. The number, coverage rate and quality of collective labor agreements continue to be improved. Signed 5,262 new collective labor agreements; the rate of collective labor agreements on the total number of grassroots enterprise trade unions reached more than 75%.
More than 20,000 grassroots trade unions organize "Trade Union Meal
Activities to care for, ensure welfare, maintain jobs, and improve the lives of union members and workers are being implemented synchronously and comprehensively. The Resolution of the Executive Committee of the VGCL on focusing resources on care for welfare for union members and workers in the new situation has been issued, creating a premise for expanding and developing comprehensive and practical care activities for union members and workers. Programs, models, and activities to care for practical benefits for union members and workers such as "Tet Sum vay", "Trade Union Home", "Thank you to workers", "Trade Union Tet Market", "Workers' Market", "Workers' Supermarket", "Workers' Day - Affectionate Market", "Stage Meals", lending, access to credit through the Trade Union channel... continue to be implemented and replicated.
A number of new models of care have been formed and implemented, achieving positive and typical results such as "Trade Union Meal" - in 2 years 2024-2025, more than 20,000 grassroots trade unions organized "Trade Union Meal" with the participation of more than 5 million union members...

The VGCL has proactively proposed and coordinated to remove difficulties and obstacles in mechanisms and policies in building housing for workers; and at the same time actively promoted the implementation of investment in building social housing for workers to rent according to the provisions of the Housing Law (amended). In which, 2 social housing projects for workers and laborers to rent have been started in Dong Thap province (old Tien Giang), Bac Ninh (old Bac Giang).

Union members and workers have had nearly 2 million initiatives
The 11th National Patriotic Emulation Congress among workers, civil servants, and laborers - an important event of the Trade Union organization, union members, and laborers - was solemnly organized, recognizing and honoring the great contributions of the team of workers, civil servants, and laborers to the cause of socio-economic development of the country. Patriotic emulation movements continue to be innovated in a practical and effective direction, closely aligned with each object, towards the grassroots level, creating motivation to promote innovation, improve labor productivity and work efficiency.
The emulation movement "Good Labor", "Creative Labor" continues to affirm its effectiveness and widespread spread, especially in the production and business sector and non-state sector enterprises.
Over 2 years, officials, union members, and workers have had nearly 2 million recognized initiatives and projects, applying them to bring benefits estimated at tens of trillions of VND; thousands of typical advanced individuals and collectives have been awarded creative labor certificates.
The emulation movements "Good at state affairs, good at housework", "Culture, sports", "Green - Clean - Beautiful, Ensuring occupational safety and health" are adjusted and concretized in terms of criteria and standards, in line with reality.
The emulation movement "Innovation, creativity, and efficiency in the operation of the Trade Union organization" along with the Nguyen Van Linh Award continues to spread, creating motivation to promote and encourage the team of trade union officials to actively propose initiatives, creative ideas, and solutions to improve the efficiency of trade union activities. The VGCL organized the award ceremony for the first time in 2025 for "Diligent, responsible, and creative female trade union members".
The Trade Union organizes and mobilizes union members and workers to enthusiastically respond and effectively participate in emulation movements launched by the Prime Minister, especially the "The whole country emulation for innovation and digital transformation", "Digital literacy", contributing to creating a change in awareness, improving the spirit of responsibility, mobilizing and encouraging union members and workers to actively innovate, research, learn, contribute ideas, and propose initiatives and solutions for applying science, technology and digital transformation to improve labor productivity, efficiency, and quality of work.
Commendation work is increasingly becoming more substantive, effective, and timely, meeting the right goals, ensuring publicity and transparency. Standards, conditions, processes, and procedures for commendation are continuously updated, completed, and concretized to suit the reality of each trade union level. Regulations on emulation and commendation are reviewed, amended, and supplemented promptly, ensuring unity and synchronization.
The rate of commendation for direct workers and people not holding leadership positions reached 35.5%, exceeding the set target, clearly showing the orientation of taking union members and workers as the center, strongly directing commendation to grassroots levels, places that directly organize and respond to emulation movements.

The whole country admits more than 1.8 million new trade union members
The work of developing union members and establishing grassroots trade unions is an important task that trade union levels pay special attention to, focusing resources on implementation with many breakthrough mechanisms and solutions. Trade union levels focus on surveying and grasping the developments of the situation and the number of workers and laborers in enterprises and informal sector workers; actively innovate the content and forms of propaganda and mobilization while improving the quality of grassroots trade union activities, contributing to gathering a large number of workers to participate in trade unions.
Currently, the whole country has 60,582 grassroots trade unions and 948 grassroots trade unions, with 8,642,169 union members, a decrease of more than 62,000 grassroots trade unions and nearly 3.7 million union members compared to before July 1, 2025.
With the efforts of trade union levels, in the period 2023 - 2025, the whole country newly admitted 1,852,971 trade union members, and newly established nearly 13,000 grassroots trade unions.
The work of building strong grassroots trade unions has been concerned, going into substance, limiting formality, focusing on key, core, and practical activities, attracting the participation of a large number of union members and workers. The activities of the executive committee, inspection committee, and trade union groups in all types of enterprises have gradually become systematic, contributing to improving the quality of trade union activities at the grassroots level.
Training and fostering for trade union officials at all levels continues to be concerned, basically ensuring the set requirements, contributing to improving skills and professional skills for trade union officials at all levels, especially the team of grassroots trade union chairmen.
Propaganda and mobilization of union members and workers to study and improve their qualifications, professional skills, industrial style, and labor discipline, contributing to helping workers master new technologies, adapt to changes in production technology and jobs in the context of the fourth industrial revolution and digital transformation are concerned and implemented in conjunction with the implementation of the Program "Promoting lifelong learning activities among workers at enterprises to 2030" according to Decision No. 1268/QD-TLD dated October 19, 2022 of the Prime Minister.
Many grassroots trade unions have successfully negotiated and dialogued with employers to create conditions for workers to participate in learning, organize training and retraining for workers; build scholarship funds, "Learning and cultural activity points", study bookshelves; organize movements to review theory, practice skills, and compete in skilled workers... for workers and laborers at enterprises. Vocational education institutions of the Trade Union organization have been rearranged in a streamlined and compact direction, operating autonomously, improving the quality of training to meet the requirements in the new period, thereby contributing to training high-quality human resources, training and retraining for workers and laborers.
Trade union levels actively discover and nurture outstanding and promising union members and trade union officials; organize for grassroots trade union officials and workers to study and improve political theory while introducing them to the Party for consideration and development of party members.
In the past 2 years, more than 200,000 outstanding union members have been introduced to the Party for consideration and training, and more than 100,000 union members have been admitted to the Communist Party of Vietnam.
