The Ho Chi Minh City Department of Construction has just sent an urgent document to the Ho Chi Minh City People's Committee on the overall plan for the implementation of the Ho Chi Minh City Ring Road 4 project, clearly stating the roadmap for implementing component project groups under the form of public investment and public-private partnership (PPP).
According to the plan, component projects implemented in the form of public investment will be appraised and approved in December 2025.
Compensation, support and resettlement work is identified as a key stage, starting from February 2026. Strive to hand over at least 70% of the site by June 2026; by September 2026, reach at least 90% and complete the entire site in 2026.
The packages in the public investment group will start construction no later than June 2026 and strive to be completed in the first quarter of 2028.
For the group of component projects implemented in the form of public-private partnership (PPP), the survey and feasibility study report preparation will be completed in December 2025. The investor interest survey is expected to end before March 2026.
The appraisal and approval of PPP projects will be completed in March 2026; selection of investors and signing of BOT contracts are expected to be completed in June 2026.
From June 2026 to November 2026, the projects will establish, appraise and approve construction designs to be implemented after the basic design.
According to the plan, PPP projects under Ho Chi Minh City Ring Road 4 will officially start construction in September 2026, complete in the second quarter of 2028 and be put into operation in 2028.

The Ho Chi Minh City Ring Road 4 project has a total length of 207 km, passing through Ho Chi Minh City, Dong Nai and Tay Ninh.
Of which, the 47 km section through Binh Duong province was previously started in June 2025.
The remaining sections, with a total length of about 160 km, with a total investment of more than VND 120,400 billion, were approved by the National Assembly in June 2025.
Phase 1 of the project will invest in a scale of 4 expressway lanes, while site clearance will be carried out for 8 lanes, reserving land for future expansion.
Previously, the route passing through Ho Chi Minh City was only about 17 km, but after merging with Ba Ria - Vung Tau and Binh Duong, the length of the section passing through Ho Chi Minh City increased to nearly 83 km, becoming the longest section in the entire route.
When completed, Ho Chi Minh City Ring Road 4 will create a strategic connecting axis between the Southeast - Southwest - Central Highlands, helping the circulation of goods between industrial parks, urban areas and seaports quickly and conveniently.
The route also optimizes connections with Long Thanh airport and international ports, while opening up new development space, increasing land fund value, promoting industry, logistics and urban areas in the provinces in the region.
Ring Road 4 will facilitate traffic from National Highway 13 and National Highway 22 to reach ports in Tay Ninh and Hiep Phuoc (HCMC), contributing to reducing the load on the inner city and gateway routes that are often congested.
