The Ho Chi Minh City Ring Road 4 project is 207 km long, passing through Ho Chi Minh City, Dong Nai, Tay Ninh (after the merger).
Of which, the 47 km section through Binh Duong province (before the merger) was started in June 2025.
The remaining sections, with a total length of about 160 km, with a total investment of more than VND 120,400 billion, were approved by the National Assembly in June 2025.
In phase 1, Ho Chi Minh City Ring Road 4 will be invested in a scale of 4 high-speed lanes. At the same time, site clearance will be carried out for 8 lanes, reserving land for future expansion.
Previously, the route passed through Ho Chi Minh City for only about 17 km. However, after merging with Ba Ria - Vung Tau and Binh Duong, the length of the section through Ho Chi Minh City increased to nearly 83 km - the longest in the entire route.
Recently, the Ho Chi Minh City People's Committee has established a 10-member Ho Chi Minh City Ring Road 4 Construction Investment Project Expert Group, with the Ho Chi Minh City Department of Construction as the standing agency.
The Expert Group is responsible for consulting, reviewing, giving comments on policies, technology, materials, construction organization, cost management, etc. to ensure the project is implemented on schedule, with quality and investment efficiency.
The Ho Chi Minh City People's Council also approved the change of purpose of use of more than 8 hectares of forest in Tan Uyen ward to implement component project 1 - site clearance for Ring Road 4 (from Thu Bien bridge to Saigon river).

According to the Ho Chi Minh City Department of Construction, the entire Ho Chi Minh City Ring Road 4 route is expected to use more than 1,415 hectares of land, affecting about 5,862 households. The preliminary cost for compensation, support and resettlement is up to VND41,090 billion.
Ho Chi Minh City and the provinces are urgently reviewing and developing plans for site clearance, preparing clean land to ensure construction on schedule.
For the group of public investment projects, the survey and feasibility study report preparation will be completed and submitted for appraisal by the end of this year. From January 2026, compensation, support and resettlement will begin.
Ho Chi Minh City aims to hand over at least 70% of the site in April 2026 and complete the entire site in 2026. The project is expected to start construction in February 2026 and be completed in the first quarter of 2028.
For projects under the form of public-private partnership (PPP), the feasibility study dossier is expected to be completed and approved in January 2026. The selection of investors and signing of BOT (build - operate - transfer) contracts will take place in June 2026. Eligible packages will start construction from the end of 2026.
It is expected that the entire Ho Chi Minh City Ring Road 4 route will start construction on September 2, 2026, complete in the second quarter of 2028, and be put into operation in 2028.
When completed, Ho Chi Minh City Ring Road 4 will create a strategic connecting axis between the Southeast - Southwest - Central Highlands, helping the circulation of goods between industrial parks, urban areas and seaports quickly and conveniently.
The route also optimizes connections with Long Thanh airport and international ports, while opening up new development space, increasing land fund value, promoting industry, logistics and urban areas in the provinces in the region.
Ring Road 4 will facilitate traffic from National Highway 13 and National Highway 22 to reach ports in Tay Ninh and Hiep Phuoc (HCMC), contributing to reducing the load on the inner city and gateway routes that are often congested.
