Restarting the "covered-up" scene of more than 5 years
Section 3 of Ring Road 2 (from Go Dua intersection to Pham Van Dong street) is being prepared for restarting after more than 5 years of suspension.
Records at the construction site show that the investor has cleaned up the ground, cleared trees and grass, collected waste and gathered machinery and equipment, ready for re-construction.
Section 3 was started in 2017 with a total investment of more than 2,700 billion VND in the form of BT (build - transfer). The project is more than 2.7km long, with a site clearance scale of 67m, building two parallel roads, each side with 3 lanes.
According to the initial plan, the project was completed in 2020, helping to connect Pham Van Dong road with National Highway 1, reducing the load on National Highway 13. However, from March 2020, the project had to be temporarily suspended when it only reached more than 43% of the volume due to site clearance and payment of land funds to investors.
Mr. Nguyen The Vinh - General Director of Van Phu Bac Ai Joint Stock Company (investor) - said that the enterprise has fully prepared resources in terms of finance, personnel and equipment.
As soon as the Ho Chi Minh City People's Committee signs the appendix adjusting the contract and completes the land allocation, the project will be restarted at the end of this year, striving to be completed in 2026" - Mr. Vinh said.
If Ring Road 2 section 3 is completed in 2026, the road will play the role of a "new gateway", contributing to sharing traffic flow and significantly reducing pressure on this area.
URGENT site clearance for two eastern sections
Besides section 3, two other sections of Ring Road 2 in the East are also being deployed but facing difficulties in site clearance.
Section 1 (from Phu Huu to Vo Nguyen Giap street, more than 3.5km long) and section 2 (from Vo Nguyen Giap street to Pham Van Dong street, about 2.5km long) have a total investment of nearly 13,900 billion VND from the city budget, which started construction at the end of 2025.
According to the Ho Chi Minh City Traffic Construction Investment Project Management Board, the current progress mainly depends on compensation and site clearance.
For section 1, only 396/888 cases have been handed over so far. It is expected that in March, a part of the area from Duong Xuong bridge to Duong Dinh Hoi street will continue to be handed over; in April 2026, 241 more cases will be handed over; the rest in the Binh Thai intersection area are expected to be completed in the second quarter of 2026.
Section 2 has only handed over 170/262 cases. In March, some locations will be handed over to serve the construction of Rach Ngang bridge branches; the remaining parts are expected to be completed from April to May 2026 when people are arranged for resettlement and receive compensation.
When there is enough land, the investor will prioritize the implementation of important items such as underpasses and overpasses at Ring Road 2 - Pham Van Dong intersection, Binh Thai intersection.
These two sections are expected to be completed and put into operation in 2027. When combined with section 3, the entire eastern area of Ring Road 2 will be closed, forming a continuous traffic axis, helping vehicles not need to pass through the central area.
As a result, traffic pressure on existing routes such as Hanoi Highway, Mai Chi Tho, Dong Van Cong or National Highway 1 will be significantly reduced.
Business proposes to invest in the remaining southern section
Currently, only section 4 of Ring Road 2 (from National Highway 1 to Nguyen Van Linh street, about 5.3km long) has not been approved for investment policy. The preliminary total investment of this section is about 13,000 billion VND.
Recently, Sovico Group Joint Stock Company has proposed to the Ho Chi Minh City People's Committee to allow research and investment in this route section in the form of public-private partnership (PPP), BT contract, with the goal of completion before 2030.
