Admitting not to be a hospital
Lao Dong Newspaper has published an article reflecting on the abnormalities in organizing medical examinations for people using quantum machines at Crownx Health Care and Beauty Joint Stock Company (located on the first floor of CIC Tower Building, No. 2, Lane 219, Trung Kinh Street, Yen Hoa Ward, Cau Giay District, Hanoi).
To clarify the incident, the reporter sent an introduction letter and the discussion content to this unit.
On March 10, PV suddenly received an "Invitation to work" scheduled for March 13, but not from Crownx Company but from the "City for Life Creativity Fund - Ministry of Home Affairs" signed and stamped by Mr. Vo Binh Nguyen - Chairman of the Board of Directors of this Fund.
The working location according to the invitation is "Reference 02, CRX Corporation Office, first floor of CIC Tower No. 2, lane 219 Trung Kinh, Yen Hoa, Cau Giay, Hanoi".
At the meeting, Mr. Vo Binh Nguyen said that he was " authorized to organize the work" and that he was the one who "sponsored this program, creating a playground for the elderly". The Community Life Creating Fund is known as the sponsor for the CRX project (stem cell product that Crownx Health Care and Beauty Joint Stock Company is distributing - PV). Also working was Ms. Vu Thi Ngoc - General Director of Crownx Health Care and Beauty Joint Stock Company.
Responding to the reporter's question about whether there is a licensed quantum medical examination for people here, Mr. Vo Binh Nguyen said: "Just measuring the indicators" and conducted by a unit named the Vietnam Institute for Pharmaceutical Research and Development.
Ms. Vu Thi Ngoc added: The function of the Vietnam Institute for the Development of Medicine and Pharmacy is to study all types of medical examination and treatment and combined East-West medicine machinery and equipment.
This is not actually a hospital or a place for treatment, but it is under the Vietnam Institute for Medical Research and Development and the Institute sponsors this place to apply and bring equipment and machinery to research proactive health care".
Is the research institute just a "shelter"?
Although Mr. Vo Binh Nguyen and Ms. Vu Thi Ngoc said that the examination using a quantum machine as recorded by the reporter was only "health care" combined with the Vietnam Institute for Research and Development of Pharmaceuticals, when working with the authorities, the leaders of this research institute gave surprising information.
On March 25, speaking with a reporter from Lao Dong Newspaper, Ms. Pham Thi Thanh Nhan - Head of the Department of Health of Cau Giay District (Hanoi City) said that based on the newspaper's reflection, the authorities had a working session with Mr. Vo Binh Nguyen and Mr. Nguyen Tuan Binh - Director of the Vietnam Institute for Medical Research and Development.
Mr. Binh said that this is a model of using testing machines, deploying stem cells to treat diseases. But any awarding topic must have a council approval and especially the use of stem cell applications must be approved by a medical ethics council" - Ms. Pham Thi Thanh Nhan said.
The authorities then raised questions and gradually clarified the almost "cover" role of the Vietnam Institute for Medical Research and Development for abnormalities in medical examination and treatment activities at Crownx Health Care and Beauty Joint Stock Company.
Accordingly, Mr. Nguyen Tuan Binh said that the quantum machine that Crownx Health and Beauty Joint Stock Company examined the patient is not from the Vietnam Medical and Pharmaceutical Development Research Institute. Personnel performed the patient here he did not know. At the same time, Mr. Binh also did not know about the products that the company is using ads to sell to customers.
"So we can separate the role of the Vietnam Institute for Medical Research and Development and now only work with this Crownx Health Care and Beauty Joint Stock Company" - Ms. Pham Thi Thanh Nhan said.
Authorities make records
By mid-April, according to PV's investigation, through working sessions, Crownx Health Care and Beauty Joint Stock Company had not provided documents and papers proving the medical examination at the address of the first floor of CIC Tower Building, No. 2, Lane 219, Trung Kinh Street, Yen Hoa Ward, Cau Giay District.
The authorities have drawn up a record against Crownx Health Care and Beauty Joint Stock Company for the act of Providing medical examination and treatment services without a license to operate medical examination and treatment.
Ms. Pham Thi Van (a person authorized by Ms. Vu Thi Ngoc - General Director of Crownx Health Care and Beauty Joint Stock Company) signed the record.
Crownx Health Care and Beauty Joint Stock Company is also required to commit to performing medical examination and treatment services only when there are sufficient equipment and human resources approved and licensed by the competent authority.
The Law on Medical Examination and Treatment 2023 stipulates the forms of organization of medical examination and treatment facilities including: Hospitals; Hospitals under the People's Armed Forces; Households; Clinics; Traditional Medicine Diagnosis and Treatment rooms; paraclinical service facilities; Health stations; Out-of-hospital emergency facilities; Family medical examination and treatment facilities; Other forms of organization of medical examination and treatment facilities according to Government regulations.
