Waiting all afternoon but the flood water level on the Red River showed no signs of decreasing, the family of Mrs. Tran Thi Sinh (72 years old, living in lane 823 Hong Ha, Hoan Kiem district) hurriedly took the whole family to avoid the flood.
According to Ms. Sinh, since noon on September 10, many households in Chuong Duong ward have tried every way to cover and carefully rearrange furniture and electronic equipment as the flood water rose.
"My whole family has now moved to a relative's house. The floodwaters have reached the first floor, making daily activities very inconvenient. Some households here have decided to stay up all night to watch the floodwaters. Since 6 p.m. on September 20, the floodwaters on the Red River have continued to rise, making me even more anxious," said Ms. Sinh.
Carrying a bag of belongings and necessities, Mr. Dong Xuan Quan (born in 1995, Chuong Duong ward, Hoan Kiem district) was afraid that the flood water would rise so he hurriedly fled the flood at night.
According to Mr. Quan, many households here, especially families with elderly people and young children, have also moved to safe places when seeing that the flood situation is not optimistic.
Fearing that the flood waters would rise at night and the power system would be cut off, Mr. Quan packed his belongings and brought necessities to avoid the flood about 2-3km from his house.
From noon on September 10, the Hanoi Steering Committee for Natural Disaster Prevention and Search and Rescue issued a level 1 alert on the Red River in the districts of Bac Tu Liem, Tay Ho, Ba Dinh, Hoan Kiem, Hai Ba Trung, Hoang Mai, Long Bien and Thanh Tri, Dong Anh, Gia Lam.
This flood warning was issued based on the water level of the Red River at Long Bien at 11:10 a.m. on September 10 being 9.5m (alarm level I is 9.5m).
Also at 9:00 a.m. the same day, the Hanoi City Steering Committee for Natural Disaster Prevention and Search and Rescue also issued a level 1 alert on the Red River in the dike communes of Thuong Tin and Phu Xuyen districts.
Previously, prolonged heavy rains due to the impact of storm No. 3 caused the water level of the Red River to rise. Flooding even occurred in many places in the capital, affecting people's lives.
The alert order also requires the Steering Committee for Natural Disaster Prevention and Search and Rescue of districts, sectors and assigned officers to strictly implement the regulations.
According to Decision No. 05/2020/QD-TTg of the Government, the water level corresponds to the flood warning levels on rivers nationwide. Hanoi will issue an alarm when the Red River (Long Bien district) has a water level of 9.5m, warning level 2 is 10.5m and 3 is 11.5m.
