Hope of the poor
In Dak Nia commune, Dak R'Moan (Gia Nghia city), the Policy Bank transaction point has become a trusted place for the poor, supporting loans and guiding procedures.
Mr. Nguyen Khac Hoan (Dak Tan village, Dak Nia commune) shared: "My family came from the North to Gia Nghia to start a business. Life was difficult with a small garden, and my wife was often sick. Thanks to the commune officials' guidance on preferential loans, my family had money to dig a clean water well and buy fertilizer to develop production."
Currently, Mr. Hoan and 7 other households in Dak Nia commune are receiving support from the State with Sind crossbred cows for business. This near-poor family is very happy with the encouraging gift, feeling hopeful for the future.
According to the People's Committee of Dak Nia commune, the list of support for breeding cows was compiled by the commune, including poor households, near-poor households, and ethnic minority households. For transparency and publicity, the commune government will let households freely choose a reliable supplier of breeding cows or the commune will organize a bidding process to buy breeding cows that meet standards.
If people feel that the cows are of good quality and healthy, they can take them home to raise. If they are not satisfied, they can return them to the service provider.
Facilitate people's access to capital
According to information from the Gia Nghia City People's Committee, as of March 31, 2024, there were 124 households in the area receiving preferential credit support loans at low interest rates, with outstanding bank loans of over 4 billion VND.
Ms. Le Thi Yen - officer in charge of Culture and Society of Dak Nia commune shared: "Thanks to the humane credit capital, many poor households have boldly invested and increased crop productivity. They buy cows, goats, seedlings... to work in production, creating a lot of wealth".
Every year, the Gia Nghia city government organizes the replication of poverty reduction models. The poor, near-poor and newly escaped poverty people study and participate in seminars on agricultural, forestry and fishery extension. They are also guided on how to do business systematically and sustainably.
Mr. Nguyen Van Doanh - Vice Chairman of Dak R'Moan Commune People's Committee affirmed: "Synchronous and timely solutions on information poverty reduction, access to credit capital, poverty reduction models have changed, raising people's awareness. Grassroots cadres have gradually created new business practices, new economic thinking for the poor to rise up and overcome adversity".
However, to ensure that policy credit capital is effective, reaching the poor, the right people, the right subjects, the Department of Labor - Invalids and Social Affairs of Gia Nghia city always directs inspection and supervision.
In particular, the unit promotes the responsibility of grassroots cadres and commune and ward authorities, not to take advantage of preferential State capital for personal gain or use it ineffectively, making it difficult to recover capital.
Mr. Do Tan Suong - Chairman of Gia Nghia City People's Committee and Head of the Board of Directors of the City Social Policy Bank assessed that policy credit activities in the past time were mainly concentrated at transaction points in wards and communes, taking place with absolute safety for both people and assets.
Transaction points at the People's Committee headquarters create conditions for local Party committees and authorities to promptly monitor the implementation of policy credit. At the same time, the list of borrowers and loan settlement procedures are fully publicized so that people know and monitor together.
In the first 9 months of 2024, at the transaction point, the Social Policy Bank completed targets such as 100% principal collection, 100% interest collection, 100% transaction quality and 97% quality of Savings & Loan Group...
From 2022 to present, with the spirit of humanity and affection, Gia Nghia city has called on units, benefactors, and businesses to support the poor with an amount of more than 4 billion 971 million VND, to help them stabilize their lives.
