The Ho Chi Minh City People's Committee has just issued an urgent document, directing the Department of Construction and the Ho Chi Minh City Traffic Construction Investment Project Management Board regarding the crane collapse incident that occurred at the My Thuy intersection construction site, Cat Lai - Thach My Loi ward, Thu Duc city.
Previously, at around 1:00 p.m. on May 31, while workers were using a chain-wheeled crane to lift concrete blocks to serve the pilling pressing work behind the M2 abutment - part of the overpass construction package on Ring Road 2 (right branch, phase 3 of the My Thuy intersection project) - a concrete block suddenly tilted and slid from its position. The incident caused the cable to be pulled off, leading to imbalance and the crane overturned.
The crane cranes cross the existing left overpass, hitting the cabin of a container truck and a 7-seat car traveling below. The collision caused the container truck's cabin to be distorted, the 7-seat car to be slightly damaged, and a section of the overpass railing to be warped. Fortunately, no one was injured in the incident.

The Chairman of the Ho Chi Minh City People's Committee requested the Department of Construction to preside over and coordinate with relevant units to establish an Incident Investigation Team including representatives of specialized construction agencies, relevant agencies and appropriate technical experts. If necessary, the Investigation Team can invite a consultation organization to determine the cause and propose solutions according to regulations.
The investigation of incidents related to machinery and equipment will be conducted according to the provisions of Clause 3, Article 50 of Decree No. 06/2021/ND-CP of the Government, with the contents to be implemented including:
Check the site, check the declaration, and resolve the incident of the investor and construction contractors in accordance with regulations.
Consider and decide on stopping or temporarily suspending the use of machinery and equipment; stopping or temporarily suspending construction of items, parts or the entire project depending on the level of impact of the incident.
Consider deciding to demolish and clear the scene, ensuring safety for people, property and neighboring structures. Before clearing, the relevant parties must be responsible for filming, taking photos and collecting sufficient evidence of the scene to prepare documents.
Advised the Ho Chi Minh City People's Committee to issue a Notice of Investigation Results on the Causes of the Incident to the Investor and related parties. Relevant units are responsible for organizing the remediation of consequences in accordance with regulations.
Handling the responsibilities of relevant parties according to the law. In cases beyond their authority, it is necessary to advise the Ho Chi Minh City People's Committee on a handling plan in accordance with regulations.
In addition, the Ho Chi Minh City People's Committee assigned the Traffic Construction Investment Project Management Board to urgently declare and resolve the incident according to regulations.
The Traffic Department is also required to proactively coordinate and fully implement the requests of the Investigation Team to serve the determination of causes and propose remedies, ensuring project implementation progress according to plan.
The My Thuy intersection project started construction in 2016, including two component projects: Construction and installation with a cost of VND 1,826 billion and compensation and site clearance with more than VND 1,623 billion.
After nearly a decade of construction, the entire project has only reached about 30% of the volume, and has completed a number of bridges and underpasses. The entire project is expected to be completed in April 2026.
