The Hanh Phuc Lake flower garden project was decided on investment policy by Hai Phong City People's Committee in 2023 with a total investment of 79.97 billion VND, implementation time 2024-2025. The project's objective is to renovate and upgrade the central city, create landscapes and public social welfare works with high cultural value. Thereby, improving the quality of spiritual life of people in the inner city area and building and developing the modernization of Kien An ward.
On the evening of May 10, 2026, Kien An ward organized the inauguration ceremony of the project and the opening ceremony of the "Kien An - Happy Festival 2026" (Kien An Happy Fest 2026) series of activities with the theme "Radiant colors of happiness" in the Hanh Phuc Lake flower garden square.

Nearly 4 months since the inauguration, people were surprised to see that the tile system in Hanh Phuc Lake flower garden square showed signs of cracking. Lao Dong reporter's record at 3 pm on September 8, the construction unit is proceeding to replace the tile positions showing signs of damage here.
In addition to hundreds of bricks being replaced, the Hanh Phuc Lake flower garden campus is still messy, with fallen trees. The walkways are flooded with branches and dry leaves, not yet cleaned and tidied up. Damaged bricks are collected and piled up onto the road.

Mr. Thi Ngoc - a resident of An Lao commune - who comes to Hanh Phuc flower garden every day to exercise with friends, said that the flower garden has been put into use since after the Lunar New Year with a larger and more beautiful scale, more spacious. However, in the past few months, Mr. Ngoc has noticed that some items show signs of damage, environmental sanitation has not been given due attention. Specifically, in the afternoon of September 8, units are still replacing tiles and installing light bulbs.

Discussing this issue, Mr. Nguyen Phong Doanh - Chairman of Kien An Ward People's Committee said that because the project has not ensured quality, the construction unit must repair and warranty. Currently, the project is still under warranty and has not been handed over to the locality.
On the people's side, the flower garden has long become a cultural and recreational activity spot. Local people hope that the government and functional agencies will soon overcome the degraded and damaged items so that people have space to live and exercise.
