Mieu An Da Flower Garden is implemented according to the City's Park and Flower Garden Construction Program for the period 2021 - 2025 (except for projects with the city's policy on stopping implementation). The project is built on a land area of over 7,089 m2, completed and put into use on the occasion of the Lunar New Year 2025.
An Da Temple of Literature Garden has a total investment of more than 32 billion VND, the city budget allocates more than 25.6 billion VND, the budget of Ngo Quyen district (old) matches 20%. The flower garden is in a "golden" location when one side is adjacent to Le Quang Dao street, the back side is adjacent to An Bien lake roundabout, next to the An Da Temple relic, famous for the banyan tree over 500 years old.
After being put into use, the An Da Temple Flower Garden is a public activity attracting a large number of local people. However, recently, the flower garden has not been given attention and regularly renovated, causing people to repeatedly make recommendations and reflections.
On November 9, Lao Dong reporter noted that An Da Temple Flower Garden was flooded with garbage at many points. Public trash bins are littered with garbage, overflowing outside. On flower gardens, grass carpets, plastic bags, and bottles are scattered. The green trees adjacent to Le Quang Dao Street are overgrown with meters of grass.

Talking to Lao Dong, every day walking in the An Da Temple Flower Garden, Mr. Pham Van Cuong, 71 years old, a resident of Group 29, Gia Vien Ward, said that every few days, people come to dump garbage from the bins, but the garbage in the trees has not been collected for a long time. "Since the flower garden was put into use, we have had a place to exercise every day. On holidays and Tet, visitors to An Da Temple Festival also have space to visit, relax and relax. We hope that the authorities will pay attention and arrange people to clean the flower garden regularly, especially collecting garbage in flower beds and lawns, creating a beautiful green and clean landscape" - Mr. Cuong said.

According to the Hai Phong Department of Construction, the whole city currently has 70 parks and flower gardens with a total area of over 571,000 m2 and over 1.1 million m2 of public green space, along with over 104,000 shade trees. An Da Temple of Literature Flower Garden is one of 16 parks and flower gardens implemented under the Park and Flower Garden Construction Program for the period 2021-2025 of Hai Phong City.
It is worth mentioning that along Le Quang Dao Street, not far from the An Da Temple Flower Garden, the flower garden between Le Quang Dao Street and An Bien Lake, which is thousands of square meters wide, has been in a state of depleted weeds and garbage for many months. Ms. Nguyen Ha (35 years old, Gia Vien ward) said: "It is hard to believe that in the city center, the flower garden is so shabby and polluted. Many times my family went to exercise and saw the garbage burning and the smoke billowing. We hope that the city will pay attention to and beautify parks and flower gardens so that people have space for living and practicing".
