Previously, on August 22, 2025, the City People's Committee issued Decision No. 3419/QD-UBND approving the Investment Project to build a resettlement area to serve site clearance for the Lao Cai - Hanoi - Hai Phong railway project in Kien Thuy district (now Kien Thuy commune and Kien Hai commune, Hai Phong city).
The project is being implemented to build resettlement areas for households whose land has been recovered to serve the site clearance of the Lao Cai - Hanoi - Hai Phong railway line, the section passing through Kien Thuy and Kien Hai communes; ensuring synchronous technical infrastructure, living conditions equal to or better than the old residence for households that have to relocate. At the same time, it minimizes negative impacts on the lives, jobs and activities of people in the project area.
The project synchronously builds technical infrastructure for 5 resettlement areas with a total area of 149,224.16 m2, population of about 2,440 people, including items: leveling, roads, water supply and drainage systems, wastewater treatment systems, electricity systems, communications, trees, etc.
In which, the resettlement area in the administrative boundary of Viet Tien and Dai Loc villages (Kien Hai commune) has an area of 21,057.89 m2, a total of 85 plots of land, about 340 people. The resettlement area within the administrative boundaries of Doan Xa 3 village (Kien Hai commune) has an area of 39,149.13 m2, about 628 people. The total area recovered in Kien Hai commune is 6.021 hectares, of which 5.309 hectares are agricultural land; 0.71 hectares are irrigation traffic land; 0.001 hectares are other land of 113 households.
The People's Committee of Kien Hai commune has just coordinated with the Project Management Board of Kien Thuy area to pay compensation and support for site clearance for 111 households and individuals with a total amount of more than 24.5 billion VND. Currently, 2 households have agreed to the policy of handing over the site, waiting for the competent authorities to approve the resettlement plan to complete the handover in the coming time.
