The story of a nearly VND26 billion flower garden in Hai Phong becoming a vegetable garden for people is a typical example, reflecting the sad reality of the current use of public works.
The flower garden project in Hung Dao ward, Hai Phong city was approved by the City People's Committee with a total investment of 25.9 billion VND. The initial goal was to improve the quality of life of people, improve urban landscape, create community living space and develop green areas for the city. However, after the project was completed and put into use, instead of becoming a flower garden with grass and trees, a place for people to relax and exercise, this place became a spontaneous vegetable garden for households. The flower beds designed to create a landscape have now been turned into places to grow all kinds of vegetables, causing loss of aesthetics and affecting the common space.
Not only flower gardens in Hai Phong, but in many other areas, the situation of flower gardens turning into landfills or places to store objects in the wrong place is also becoming more and more common. A typical example is Van Quan flower garden in Hanoi, which is not only encroached by household waste but also becomes an uncontrolled garbage collection point, polluting the environment and reducing the quality of life of people living around the area.
The lack of management, supervision and maintenance of public works has made these areas places places not only unsightly but also unsanitary, affecting public health. When flower gardens and public parks become garbage collection points, people no longer feel secure when coming here to relax, play or exercise.
The main cause of this situation can be mentioned from many sides. First of all, there is a shortage of management and maintenance of public works after completion. Authorities often only focus on the construction and use of works without ensuring long-term maintenance and protection. When there is a lack of regular supervision and no timely prevention measures, flower gardens are quickly encroached upon and turned into places to grow vegetables and store garbage.
In addition, the awareness of a part of the people is still limited. Some people are not aware of the importance of preserving landscape and public hygiene, leading to the arbitrary use of public works for personal purposes without the consent of the authorities.
To overcome this situation, there needs to be drastic intervention of functional agencies from the city level to the ward and commune level. At the same time, project management units need to carry out periodic maintenance work, not letting flower gardens become mossy and degraded.
A comprehensive solution is needed not only from the government but also from the awareness and responsibility of the community in protecting and promoting the value of public works. Only then can flower gardens and parks truly be green, clean and beautiful spaces, serving the common interests of the community.
