Slow handover of land
On May 30, according to reporters of Lao Dong Newspaper, the project of wastewater collection system and upgrading and expanding the Cay River road in Thach Ha commune (belonging to the Thach Ha urban infrastructure improvement sub-project) is still unfinished.
In which, besides many houses affected by the project that have been demolished, there are still some houses where people are living, not yet relocated and handed over land to contractors.
The prolonged construction has affected people's travel and business and daily activities.

For many days now, the construction unit has been installing drainage culverts right in front of the yard, affecting the family's life, so Ms. Nguyen Thi Hai (53 years old, residing in hamlet 3, Thach Ha commune) complained and was upset.
The slow site clearance affects the construction progress. This affects people's lives and travel. We propose to urgently complete site clearance to accelerate project construction," Ms. Hai shared.

Similarly, Mr. Nguyen Xuan Ngoc (66 years old, residing in hamlet 3, Thach Ha commune) also said that slow site clearance work leads to prolonged construction year after year, causing many consequences in traffic and people's lives.
Mr. Ngoc also proposed that local authorities urgently complete site clearance and hand it over to the construction unit so that they can accelerate progress and soon complete the entire project.

The Huong Khe urban infrastructure improvement sub-project through Huong Khe commune is also currently facing site clearance issues.
Mr. Tran Quoc Bao - Chairman of Huong Khe Commune People's Committee said that the locality has made great efforts, but the volume of site clearance is large, and some households have not yet agreed, so the site clearance work has not been 100% completed. The remaining obstacles will continue to be removed in the near future.
More progress pressure
The Thach Ha urban infrastructure improvement sub-project was previously invested by Thach Ha District People's Committee (old), now invested by the Provincial Civil and Infrastructure Construction Investment Project Management Board.
This sub-project was started at the end of December 2023 with a total investment of more than 851 billion VND from AFD loans and counterpart funds from the provincial and Thach Ha district (old) budgets.
According to the initial schedule, by the end of 2024, the project must complete construction and installation, but then it was delayed. Following that, the investor proposed and was approved by the province to adjust and extend the implementation time, completing the entire project in December 2026.
On December 13, 2024, the Ha Tinh Provincial People's Council issued Resolution No. 209 adjusting the investment policy of the Thach Ha urban infrastructure improvement sub-project from more than 851 billion VND to more than 911 billion VND (an increase of 60 billion VND).
The above-mentioned Resolution also adjusted the Huong Khe Urban Infrastructure Improvement Sub-project (former Huong Khe district) from more than 709 billion VND to more than 781 billion VND (an increase of 80 billion VND).

Most recently, on May 8, 2025, Ha Tinh Provincial People's Committee issued Decision No. 1164 adjusting the capital increase for the Thach Ha Urban Infrastructure Improvement Sub-project from more than VND 911 billion to more than VND 986 billion (an increase of VND 75 billion).
This decision also adjusted the capital increase for the Huong Khe Urban Infrastructure Improvement Sub-project from more than 781 billion VND to more than 828 billion VND (an increase of more than 47 billion VND).
On May 30, Mr. Nguyen Quang Linh - Director of the Project Management Board for Investment in Construction of Civil Works and Infrastructure in Ha Tinh province said that up to this point, the local government has not yet completed the handover of land to the Thach Ha Urban Infrastructure Improvement Sub-project and the Huong Khe Urban Infrastructure Improvement Sub-project.
This creates great pressure on the progress for contractors and investors, because the entire project must be completed by December 2026. While currently, in each project, the construction volume has only reached about more than 75%.
Mr. Nguyen Quang Linh said that Ha Tinh Provincial People's Committee has urged and requested localities to complete the handover of 100% of the site of the above 2 sub-projects in June 2026 so that contractors can accelerate construction and complete the entire project.
