According to records at the end of August, Bao Nhai commune is implementing many infrastructure, transportation and people's livelihood projects.
New roads, residential areas, and schools are expected to improve travel and living conditions and create more development momentum for the highland area.
However, in some projects, site clearance (GPMB) has not been completed, affecting the progress of implementation.
At the Nam Det residential area technical infrastructure project, 45 households were affected with an area of more than 31,700m2. The project has a total investment of 16 billion VND, and the approved site clearance cost is more than 5.29 billion VND.
By July 2026, 41 households had handed over the land, and 4 households had not completed it. Among them, 2 households did not agree to receive compensation and support money because they believed the unit price was low; 2 households had not coordinated to declare and count 6 graves.
Moving graves is also related to the customs of the Dao people. Some households do not agree because they believe that the deceased are only buried once and not moved to another location.
The locality has coordinated with the Bac Ha Regional Project Management Board to organize 4 working sessions, dialogues, and propaganda to mobilize households to remove obstacles.
The Bao Nhai - Coc Ly inter-communal route is also facing difficulties in terms of land. The project has a total investment of 46.1 billion VND, and is expected to recover about 14ha from 169 households and 2 organizations.
Some areas have been used stably by people to live, but land use right certificates show that it is production forest land. When applying compensation prices, the large difference makes some households disagree.
In Nam Khap Ngoai village residential area, the project is expected to recover about 19.17ha of 110 households and 2 organizations.
Currently, 54 households are still facing problems because the land clearance map identifies some areas as unused flat land managed by the Commune People's Committee, while people believe they have used it stably before.
The project to renovate and upgrade provincial road 154, Ta Thang - Coc Ly intersection, has a total investment of 60 billion VND, and site clearance costs of more than 8.8 billion VND.
Phase 1 is expected to recover about 7.6ha from 61 households; currently counting trees, crops and assets on land.
According to Bao Nhai Commune People's Committee, the obstacle of land use right certificates not being consistent with the current situation is one of the reasons why site clearance work is prolonged.
The locality proposed solutions for certificates issued from 2005 based on aviation photos, because the data at that time was not highly accurate.
Talking to reporters, Mr. Tran Manh Cuong - Head of the Economic Department of Bao Nhai commune said that the biggest difficulty in site clearance work today is the issue of compensation unit prices. Some people believe that the price is still low, so high consensus has not been reached.
According to Mr. Cuong, in the coming time, the commune will coordinate with departments, branches, and mass organizations to strengthen propaganda and mobilize people, and at the same time clearly explain the mechanisms, policies and compensation unit prices approved by the province.
For cases that still have problems, the commune continues to coordinate with relevant units to organize dialogues and mobilize each household, thereby creating consensus in the implementation process.
