Song Doc concentrates many large-scale housing projects and urban areas of Ca Mau province. However, the results of the specialized inspection just announced by the Provincial Inspectorate show that a series of projects are still facing prolonged problems for many years, mainly related to the implementation capacity of investors, site clearance, and completion of legal procedures.

The largest among the projects inspected is the Cuu Long Urban Area Project invested by Quang Tien Construction Co., Ltd.

The project has an area of more than 88 hectares, with a total investment of nearly 2,000 billion VND, and is expected to create momentum for urban development in the Song Doc estuary area.

However, according to the inspection conclusion, after more than 5 years of implementation, the project has not yet completed site clearance work, and has been 11 months behind schedule compared to the deadline stated in the investment registration certificate.

Out of a total of 392 affected households and organizations, only 179 cases have been measured and counted. More than 200 remaining cases have not completed procedures related to land acquisition.

Ca Mau Provincial Inspectorate determined that one of the main reasons is that the investor has not ensured capital sources to serve site clearance.

According to the contract signed with the Provincial Land Fund Development Center, the enterprise had to advance more than 19 billion VND to carry out compensation, support and resettlement work, but in reality only transferred more than 1.6 billion VND.

For the Song Doc Urban Center Housing Project invested by the Joint Venture of Thuan Thanh Cong Construction Development Investment Joint Stock Company and Long An IDICO Construction Investment Joint Stock Company, the situation is not much better.

The project has an area of about 76.6 hectares, started in 2018 but has not yet completed site clearance.

The provincial inspectorate discovered that the actual compensation cost increased sharply compared to the initial estimate, while the investor had not fully prepared capital to carry out land recovery work. This is the reason why the project has been prolonged for more than 7 years and had to adjust the implementation time to 2028.

Meanwhile, the Song Doc Sea Urban Housing Project with a total investment of more than 667 billion VND, an area of over 39 hectares, is also determined to be behind schedule due to many shortcomings in the investment preparation process.

According to the inspection conclusion, the investor has not deposited a guarantee to implement the project, has not prepared a feasibility study report as prescribed, and has not fully implemented its commitments on progress with competent authorities.

Notably, the enterprise once had a document requesting to terminate the project in 2024, then requested to continue implementation. Although the Provincial People's Committee created conditions for re-implementation, by the time of inspection, many important procedures had not been completed.

Proposing to handle and remove difficulties

Among the 4 projects inspected, the Khom 10 high-density residential area project has the smallest scale with an area of more than 10 hectares, but it is the project with the most serious violations.

According to the Provincial Inspectorate, the project invested by Construction Investment Joint Stock Company No. 6 has expired from July 2025 but has not yet completed many basic legal procedures.

By the time of inspection, the project had not had an approved 1/500 scale detailed construction plan, had not prepared a feasibility study report, and did not meet the conditions to deploy land acquisition and site clearance.

Although it has been guided and supported by departments, branches and the Provincial People's Committee to remove difficulties, the investor has not yet completed the dossier according to regulations.

The Provincial Inspectorate determined that the reason for the slow progress does not stem from site clearance as reflected by businesses, but mainly because the legal procedures of the project have not been completed.

From the inspection results, the Inspectorate of Ca Mau province proposed that the Provincial People's Committee consider terminating the contract to implement the land-using investment project and terminating project operations according to the provisions of law.

Through inspections, functional agencies believe that the biggest bottleneck of real estate projects in Song Doc today is prolonged site clearance, the financial capacity of some investors does not meet requirements and the slow completion of investment procedures according to regulations.

Ca Mau Provincial Inspectorate proposed that the Provincial People's Committee direct departments and branches to review the financial capacity of each investor, accelerate the progress of land recovery, compensation, and resettlement support; and resolutely handle projects that are no longer feasible for implementation.
