On July 10, after traveling more than 60 km from the center of the old Lao Cai city (Lao Cai province), Lao Dong Newspaper reporters were present in Muong Hum commune (old Bat Xat district) to record the bustling activities of the cadres in the new commune.
This is an old headquarters built many years ago, on a small scale, so after merging with Trung Leng Ho and Nam Pung communes, there were not enough offices for the staff.
Currently, the group of workers is repainting the buildings and repairing some items to ensure stable and long-term operation.



It is known that after the merger, the number of commune cadres and civil servants increased by 3, but there was a shortage of facilities for administrative work, leading to overload.
Many departments have to work in the same room, with more people while waiting for new infrastructure investment.


Ms. Nguyen Thi Hong Lan - Specialist of the Vietnam Fatherland Front Committee of Muong Hum commune shared: "My current house is in Lao Cai ward, and when I was working in Bat Xat district, it was closer. After removing the district level, the distance from home to work in Muong Hum commune is also more than 60km. Because I did not have a place to live in the headquarters, I took the initiative to rent a room outside.
Mr. Tran Van Quynh - Specialist of the Party Construction Department (Muong Hum Commune) also said: "After the merger, the number of commune cadres and civil servants increased by 3 times, causing the infrastructure to be overloaded, a small office with 3-4 people and equipment and machinery. The basement of the cultural center has been renovated into a workplace for officials and civil servants.
The commune leaders have arranged and arranged for us to live in public housing, even taking advantage of the health station to have a place to rest and work with peace of mind".

According to the officials, another difficult problem is the storage of records and administrative documents.
After the merger, the amount of documents and books to be managed increased many times, but Muong Hum commune has not yet invested in archives. The documents must be temporarily stored in paper boxes, placed under tables, corridors...



Talking to reporters of Lao Dong Newspaper, Mr. Nguyen Hong Son - Secretary of the Muong Hum Commune Party Committee said: ''Previously, there were very few cadres in the old Muong Hum commune, only 23 people. After merging 3 communes, many people flocked, so the district's officials also came to work, so there were more. Up to now, the commune has basically arranged a part to operate normally".
According to Mr. Son, at present, it is very difficult to have enough rooms for working committees. Many units have only been able to arrange workplaces for department heads at this time, while staff and deputy department heads still have to have additional tables and chairs to sit at the same table.


According to the Department of Home Affairs of Lao Cai province, about 20% of new communes do not have enough working equipment, and some border communes have not yet connected to the new electronic administrative software system.
Recently, Lao Cai province has issued a document proposing that the Ministry of Finance and the Ministry of Home Affairs support additional capital to renovate headquarters and equip information technology equipment, especially in border communes and disadvantaged areas.
