According to the Report on reviewing the adjusted dossier of Ninh Binh Provincial Planning for the period 2021 - 2030, vision to 2050, the general goal by 2030 is to build Ninh Binh into a centrally-run city with the characteristics of a millennium heritage city and a creative city; and at the same time a new growth pole of the Red River Delta region.
The province strives to achieve an average GRDP growth rate of about 11%/year, budget revenue in the area by 2030 will reach over 110,000 billion VND, average income per capita will reach at least 180 million VND, export turnover will reach over 40 billion USD, completing investment in building 25,300 social housing units, welcoming about 30 million tourists each year.
Regarding development space, Ninh Binh organizes according to the model "One driving axis - Two development heads - Three development poles - Four economic regions - Five economic corridors". Strategic transport infrastructure will be prioritized for synchronous investment, including expressways, railways, seaports, airports and inter-regional connecting logistics systems; ensuring inheritance, unity, and maximizing the potential, advantages and development conditions of the locality.
Tourism is oriented to become a key economic sector, becoming a national and international tourism center, focusing on building 1 center - 3 strategic spaces - 5 tourist routes - 7 tourist clusters, ensuring regional and inter-sectoral linkages and the specificity of each tourist space. The focus is on developing the "Millennium Heritage City" model in a green, sustainable and smart direction, promoting the value of cultural and natural heritage, especially the Trang An Scenic Complex.
