Consequences of compensation projects
In recent years, Thai Nguyen has become a bright spot in attracting industrial investment, especially in the high-tech sector. A series of infrastructure projects for industrial parks, urban areas, and services have been implemented, creating more growth momentum for the locality.
The scale of projects is getting larger, causing the land area to be recovered to increase rapidly. This is both a development opportunity and a difficult problem for site clearance - which is always a sensitive stage, directly affecting the rights of the people.
In some areas, when there was planning information, some households illegally built houses and ancillary works. The main purpose is to legalize to receive additional compensation and support when reclaiming land.
According to Lao Dong Newspaper reporters in the communes and wards of Diem Thuy, Van Phuc, Pho Yen, many works such as barns, temporary houses, foam tanks, corrugated iron roofs... were built in a short time, showing signs of serving the purpose of declaring compensation.
In Van Xuan ward (formerly under Pho Yen city), where more than 600 households were affected by the Yen Binh 2 Industrial Park Project, with an area of over 84 hectares reclaimed, the locality is also tightening management and supervision of land use.
Although propaganda work has been widely deployed, some households still deliberately violate. The local government has made a first record and requested an immediate stop of construction. This situation not only affects the investment environment but also puts a lot of pressure on site clearance and project progress.
Resolutely do not compensate
The appearance of illegal construction works to take advantage of compensation policies is a direct barrier when the site clearance period is extended, increasing costs, making it difficult to implement projects.
Therefore, maintaining strict management, detecting and strictly handling illegal constructions will help protect the rights of households in compliance with regulations while creating a transparent, stable and favorable investment environment for industrial development in Thai Nguyen.
To address the above situation, authorities at all levels have repeatedly issued documents requesting increased management, timely detection and strict handling of violations.
Previously, the Chairman of the Thai Nguyen Provincial People's Committee issued a document directing competent agencies to strengthen inspection and strictly handle violations. If more violations arise, the Chairmen of the People's Committees of Pho Yen, Van Xuan wards and Diem Thuy commune will be fully responsible before the province and the law.
According to Mr. Nguyen Viet Dai - Vice Chairman of the People's Committee of Diem Thuy commune (formerly under Phu Binh district), after receiving instructions from the province, the commune established a working group to inspect and strictly handle illegal construction works. At the same time, the locality did not compensate the construction households for compensation, and resolutely enforced and demolished the illegal constructions in the area.
Previously, speaking with a reporter from Lao Dong Newspaper, Mr. Nguyen Minh Tan - Chairman of Van Xuan Ward People's Committee - said that in addition to not applying compensation and support policies for violating works, in cases of repeat violations, the authorities will draw up a record of the second violation and increase the penalty level. If the violation continues for the third time, the file will be transferred to the investigation agency for handling.
