Update on dike situation
Flood levels on many diked rivers have exceeded alert level 3, especially on Thao River in Yen Bai and Phu Tho provinces, which has exceeded the historical flood peak of 1971 by more than 1m. The dike system has experienced many incidents such as silting, seepage, dike collapse, culvert incidents, and overflow of some level IV and level V dikes, embankments, and back dikes...
Localities have seriously carried out patrolling, detection and handling work at the first hour, so up to now, river dykes from level III and above still ensure flood safety.
According to reports and information from the Branch of Dike Management & Flood and Storm Control/Irrigation, as of 9:00 p.m. on September 11, 2024, 70 dike incidents occurred (an increase of 45 incidents compared to the report on September 10) in 11 provinces/cities: Tuyen Quang, Thai Nguyen, Vinh Phuc, Phu Tho, Bac Ninh, Bac Giang, Hai Duong, Hung Yen, Hanoi, Ha Nam and Nam Dinh, including:
- 30 incidents occurred on dykes of level III or higher: 10 dyke landslide incidents (Bac Ninh 1, Hai Duong 2, Hung Yen 2, Hanoi 2, Nam Dinh 1, Ha Nam 2).
9 culvert incidents across the dike (Vinh Phuc 1, Bac Ninh 2, Bac Giang 1, Hai Duong 1, Nam Dinh 4); 1 embankment incident (Bac Giang); 4 dike body leakage incidents (Bac Ninh 2, Hai Duong 2); 5 seepage incidents (Nam Dinh 3, Hung Yen 2); 1 embankment landslide incident (Hanoi).
- 40 incidents occurred on dikes below level III: 1 dike breach incident (Tuyen Quang); 24 dike overflow incidents (Thai Nguyen 1, Phu Tho 2, Bac Ninh 2, Bac Giang 4, Ha Noi 1, Hung Yen 2, Ha Nam 3, Nam Dinh 9); 4 dike landslide incidents (Hai Duong 1, Hung Yen 2, Ha Nam 1); 8 culvert incidents across the dike (Hai Duong 4, Ha Nam 1, Nam Dinh 3); 1 dike body leak incident (Hai Duong); 2 embankment extrusion incidents (Tuyen Quang 1, Ha Nam 1).
Current status of past floods
The National Center for Hydro-Meteorological Forecasting said in a news release at 9:00 a.m. today (September 12), the flood on Cau River (Bac Ninh province) is fluctuating at the peak flood level of 7.63m, 1.33m above the alarm level (BD3 - alarm 3), 0.21m below the historical flood level in 1971 (7.84m).
-Flood on Thuong River (Bac Giang province) is fluctuating at the flood peak level of 7.23m, 0.93m above the alarm level (BD3), 0.30m below the historical flood level in 1986 (7.53m).
Floods on the Thai Binh River (Hai Duong City) are rising slowly. Floods on the Hoang Long River (Ninh Binh Province) are rising slowly. Floods on the Red River (Hanoi City) are changing slowly.
Floods on the Thao River in Yen Bai and Phu Tho are receding. Floods on the Lo River in Tuyen Quang and Vu Quang are receding. Floods on the Luc Nam River (Bac Giang province) are changing slowly.
Water levels at 7am on September 12 on rivers are as follows:
On Thao River in Yen Bai 31.33m, on BD2 0.33m; On Cau River in Dap Cau 7.61m, on BD3 1.31m; On Thuong River in Phu Lang Thuong 7.23m, on BD3 0.93m;
On Luc Nam River at Luc Nam 6.33m, above BD3 0.03m; On Lo River at Tuyen Quang 26.91m, above BD3 0.91m; at Vu Quang 20.45m, below BD3 0.05m.
On Hoang Long River at Ben De 4.65m, above BD3 0.65m; On Thai Binh River at Pha Lai 6.18m, above BD3 0.18m; On Red River in Hanoi 11.20m, below BD3 0.30m.
Traffic Update
Regarding road traffic congestion, due to the impact of storm No. 3 and post-storm floods, there are currently 232 traffic jams on national highways and expressways in the Northern region.
The Ministry of Transport has directed units to be on standby, coordinate with functional forces to organize traffic flow and guide traffic at dangerous locations; ensure road clearance in the shortest time.
Regarding railway traffic, the Bac Hong - Van Dien line at Km20+400-Km21+000 has water over 550mm above the top of the rail, blocking and prohibiting trains from passing through the Phu Dien - Ha Dong section; the Kep - Ha Long - Cai Lan line blocks the sections from Dong Trieu - Yen Cu to organize repairs to the collapsed roadbed, trees, electric poles, and information poles that fell onto the railway due to storm winds.
Yen Vien - Lao Cai route is currently blocking all sections from Am Thuong - Lao Cai and stopping trains running through Viet Tri bridge; Hanoi - Dong Dang route has stopped trains running through Long Bien bridge, Duong bridge and Bac Giang bridge.
