Working with functional forces, driver B.V. D (born 1993, residing in Lao Cai) said that because the rear trunk lid suddenly burst during the movement, encountering heavy rain caused mud and soil to spill onto the road surface.
For the act of driving a truck carrying soil with covering but still letting it fall, the driver was issued an administrative violation record, with a fine of 2 - 4 million VND, and at the same time forced to remedy the consequences immediately at the scene.
