The Ministry of Home Affairs has just reported on the results of administrative reform in the first quarter of 2026 and key tasks in the coming time, according to the Government Electronic Information Portal on March 29.
In the above report, the Ministry of Home Affairs said that after the process of arrangement and consolidation, up to now, the local government apparatus at all levels basically operates stably and smoothly, meeting the requirements of the two-level local government model.
In which, 25/34 provinces and cities have issued Decisions to establish Commune-level Public Service Centers; 21/34 provinces and cities have arranged commune-level agricultural extension officers; 14/34 provinces and cities have issued Regulations on coordination of agricultural extension work.
Material facilities and working equipment continue to be concerned with investment. Housing support policies for officials, civil servants, and public employees after arrangement are also effectively implemented, contributing to stabilizing life and creating conditions for the apparatus to operate smoothly.
Notably, as of February 9, 2026, 34/34 localities have completed the arrangement and handling of houses and land under their management scope after arranging the organizational structure and arranging administrative units at all levels, ensuring that all houses and land have subjects responsible for management, use, exploitation, and handling.
As of February 24, 2026, 30/55 central ministries and sectors (reaching 54%) and 18/34 provinces and cities (reaching 52%) have completed registration of public asset inventory subjects on the Ministry of Finance's software system.
The Ministry of Home Affairs said that one of the key tasks in the coming time is to continue to review and streamline the internal organizations of ministries, central agencies and departments and branches at the local level; streamline public non-business units and state-owned enterprises under leadership and management.
Focus resources and promote the removal of arising obstacles to effectively implement the 2-level local government model.
Assessing the results of implementing regulations on organizational structure, decentralization, delegation of power, and decentralization of authority, promptly proposing amendments and supplements to regulations to thoroughly solve difficulties and obstacles.
Organize the strict implementation of the 2025 Law on Organization of Local Government, promptly issue guiding documents for implementation to ensure that the organizational structure of the local government after arrangement operates smoothly, without interruption, and without legal loopholes.
In addition, it will implement the arrangement of public service units, schools, medical facilities, state-owned enterprises, streamlining organizations within agencies, units, and organizations in the political system in accordance with the direction in Document No. 59-CV/BCĐ of the Central Steering Committee on summarizing Resolution No. 18-NQ/TW and Plan No. 130/KH-BCĐTKNQ18 dated September 21, 2025 on the Plan to arrange public service units, state-owned enterprises, and organizations within the state administrative system.
