On April 3, the Propaganda and Mass Mobilization Committee of Dien Bien Provincial Party Committee issued document No. 104-CV/BTGDVTU requesting the People's Committee of Dien Bien Phu City to verify and clarify the content of Lao Dong Newspaper's reflection on the spontaneous market and send the results before April 11, 2025 to report to the Standing Committee of the Provincial Party Committee.
Previously, on April 2, the working group of Dien Bien Phu City People's Committee and Thanh Truong Ward was present at the market to propagate and mobilize people not to illegally gather at the market on the violating land. However, many people and landowners of the violating land did not cooperate to resolve the issue.
On April 3, the authorities stretched ropes around the market; at the same time, mobilized trucks to dump many trucks of soil and rocks into the market gate area so that people and vehicles would not continue to enter the market.
In the following days, people continued to organize markets on the vacant land next to the spontaneous market and overflowing onto the road. The authorities have made efforts to propagate and mobilize, but many people have not cooperated.
On the night of 7.4, the functional forces continued to carry out the B40 net tension to prevent people from continuing the illegal market. On the morning of 8.4, according to the reporter, many people still brought items to organize the market meeting, but the functional forces arranged the handling people, resolutely not giving the illegal market meeting.
On the same day, talking to the Lao Dong Newspaper reporter, Mr. Cao Ocean, Chairman of Thanh Truong Ward People's Committee said that the government has had drastic solutions, not letting people continue to arbitrarily meet the market on the violating land. At the same time, working with the land owner to carry out the steps to handle violations in accordance with the law.
"We have transferred the violating documents to the People's Committee of Dien Bien Phu City due to exceeding the handling authority. The city has assigned the authorities to consolidate the records to issue a decision on the penalty" - Mr. Duong added.
Previously, as reported by Lao Dong Newspaper, a spontaneous market in Thanh Truong Ward, Dien Bien Phu City, Dien Bien Province had just been formed for a few weeks and was still operating busily every day.
It is worth mentioning that this market was illegally built on agricultural land of more than 2,500m2 for rice cultivation without any legal basis. In just over 2 weeks of establishment, the illegal market has attracted a large number of people to buy and sell, even dozens of temporary shelters appeared.
Thanh Truong Ward People's Committee has drawn up a record of violation against the landowner, Mr. Nguyen Huu Phuc (the person in charge of the land and the legal representative of Huy Hoang Construction and Trading Investment Joint Stock Company) for the act of arbitrarily converting the land use purpose from rice-growing land to non-agricultural land.
According to the conclusion of the inspection team, Mr. Nguyen Huu Phuc dumped land to level rice fields with a total area of 2,545m2. Of which, a concrete foundation of 1,089m2 has been poured; 72 tents are made of bamboo columns, bamboo frames are covered with tarpaulins; a 15m2 iron and corrugated iron frame house is built.
