The project of dredging, embankment and conservation of the landscape of Sao Khe River, approved by the People's Committee of Ninh Binh Province in Decision No. 1305/QD-UB of June 28, 2001, with a total investment of 72 billion VND, the project completion time is in 2002. However, after 3 adjustments, the total investment of the project has increased from VND 72 billion to nearly VND 2,600 billion and the project also lasts from 2 years to 12 years to 12 years. That is, this project must be completed in 2012. However, by the end of 2012, this project is still unfinished, cannot be completed on time.
On March 20, 2020, the People's Committee of Ninh Binh province continued to issue Document No. 183/UBND-VP4 on extending the final implementation period for the Sao Khe river dredging project to December 31, 2020. However, this project has not been completed on schedule and is still unfinished. The project implementation period also expired 5 years ago.
The representative of Ninh Binh Provincial People's Committee said that the Standing Committee of Ninh Binh Provincial Party Committee met and assigned the Standing Committee of the Provincial People's Committee to direct carefully review, soon complete the procedures and dossiers of approval of the stop, cut and adjusted the project in accordance with the current process and provisions of law. At the same time, directing relevant agencies and units to organize the implementation of quality, economical, efficient and commitments.
For the Bai Dinh pagoda mountain infrastructure construction project under the Trang An eco-tourism area infrastructure investment project, the Provincial Party Committee Standing Committee agreed on a plan to reduce the scale and total investment, determine technical stops to continue implementing and completing the project.
As for the project to build a concentrated student dormitory in Ninh Binh province (phase 1), approved by the Provincial People's Committee in Decision No. 1015/QD-UBND dated September 4, 2009. The project has started construction to accommodate more than 7,600 students of colleges and universities in Ninh Binh province. The project is invested in construction on an area of 11.29 hectares, with 4 rows of 5-storey houses and other auxiliary works in Ninh Binh city (now Hoa Lu city).
The project is invested by the Department of Construction of Ninh Binh province with a total investment of over 860 billion VND, of which 835 billion VND is used for government bonds, the rest is the local budget. The project will be completed in 2013. However, up to now, this project is still unfinished and "shelved" since 2012.
For this project, the Standing Committee of Ninh Binh Provincial Party Committee has assigned the Standing Committee of the Party Committee of the Provincial People's Committee to soon complete the plan to report to the competent authority to consider and decide to promptly organize the implementation, solve difficulties, soon complete the project, promote the effectiveness of the project and meet the use, in accordance with the requirements of the current reality.
