The program was organized by the Border Guard Command of Vietnam in coordination with the People's Committee of Ha Tinh province with the participation of Comrade Le Minh Hung - Member of the Politburo, Secretary of the Party Central Committee, Head of the Central Organization Committee and a number of Party and State leaders.
Speaking at the program, Comrade Le Minh Hung emphasized: Firmly protecting territorial sovereignty and national border security is not only the task of the armed forces but also the cause of the entire people.

People of ethnic groups in border areas play a particularly important role through movements to self-manage border lines and landmarks, participate in maintaining security and order in villages and hamlets; proactively coordinate and provide information to the Border Guard, clearly promote the role of "people's ears and eyes", and build a solid "fence" of the Fatherland.
The program "Border Spring warms the hearts of the people" is a vivid symbol of military-civilian solidarity, the morality of "loving others as yourself", affirming the good qualities of Uncle Ho's soldiers in the new era, contributing to fostering people's trust in the Party, State and armed forces.
Comrade wished that in the coming time, the Border Guard Command would continue to work with ethnic minorities in border areas to maintain territorial sovereignty, national border security, and build an increasingly prosperous, stable, peaceful, friendly and sustainable border area.
On the occasion of the new spring, on behalf of the Party and State leaders, Comrade Le Minh Hung sent to all compatriots and soldiers nationwide, especially compatriots and officers and soldiers who are day and night clinging to the border of the Fatherland, New Year greetings.
The program presented 4 documentaries depicting the portrait of border guards firmly holding guns to protect border sovereignty and dedicated to the people in taking care of health, guiding villagers to increase production and rise out of poverty.

Interspersed in the program are special art performances, elaborately staged. Dances and lyrics imbued with mountain and forest sounds and national cultural identity have created a vibrant art space, honoring the beauty of people and nature in the highlands.
The "Border Spring warms people's hearts" program has given nearly 1,000 gifts, 200 "Raising Steps for Children to School" scholarships, 4 "Border Shelter" houses, and 31 breeding cows to people in border areas.
