According to local people, this weather phenomenon formed in about 30 minutes. During the time the cloud appeared, the area had strong winds, then the cloud quickly dissipated and then, a light rain appeared.

Faced with complicated weather developments, on August 30, Ninh Binh Provincial People's Committee issued an official dispatch, requesting departments, agencies, branches and localities to proactively respond to heavy rain, floods, inundation, landslides, tornadoes, lightning, and hail; and at the same time closely monitor weather forecasts, be ready to evacuate people in areas at risk of unsafety and ensure traffic safety, works, and reservoirs.
