On March 4, the Office of the People's Committee of Lang Son province issued document No. 1175/VP-KTCN on reviewing and clarifying the responsibility for the delay in implementation and disbursement of the capital plan at the 30A Flood Avoidance Road project to the center of poor mountainous communes: Dong Thang, Cuong Loi, Lam Ca.
The document stated that, considering the Report of the Department of Planning and Investment (Department of Finance - Merged Agency from March 1, 2025) in Official Dispatch No. 390/SKHDT-QLDTC dated February 18, 2025 on the submission of a draft Report of the Provincial People's Committee proposing that the Central Government allow the extension of the implementation time and disbursement of the 2024 Central Budget capital investment plan to 2025 in Lang Son province, Vice Chairman of Lang Son Provincial People's Committee Luong Trong Quynh gave instructions.
Accordingly, the 30A Mountainous Environmental Road Project (including Dong Thang, Cuong Loi, Lam Ca) to ensure social security and serve the security and defense of Dinh Lap district has been allocated 100% of the capital plan for 2024 by the Provincial People's Committee according to regulations. Although the leaders of the Provincial People's Committee have repeatedly inspected and urged, the investor is still slow to implement, leading to implementation and disbursement of capital not ensuring progress.
In that situation, the province is forced to report and request the Central Government to allow the extension of the implementation period and disbursement of the capital plan to 2025.
The People's Committee of Lang Son province requested the Provincial Investment and Construction Project Management Board (investor) to organize a review and clarify the responsibilities of collectives and individuals related to the delay in project implementation and the delay in disbursing the capital plan for 2024. Report the review results to the Provincial People's Committee and the Department of Finance no later than March 10, 2025.
