One of the notable points of the document is that the leader of the City People's Committee requested investors to urgently remove all barriers and fences for roads that have completed infrastructure investment connecting with surrounding traffic infrastructure.
However, in late January 2025, reporters recorded that in the Tay Ho Tay urban center area (invested by THT Development Company Limited) in Co Nhue 1 ward and Xuan Tao ward, Bac Tu Liem district (Hanoi), many barriers and fences still exist.
Official dispatch 4339 clearly states the current status of Tay Ho Tay urban area as follows: There are still some locations along Hoang Minh Thao and Xuan Tao streets that have barriers preventing traffic.
From the above situation, the leaders of the City People's Committee requested the investor of the Tay Ho Tay Project to remove barriers for vehicles to circulate to enhance traffic connections in the area.

According to a survey by reporters on January 20, the Cau Buu New Urban Area invested by Hanoi Housing and Urban Development Joint Stock Company and The Manor Central Park urban area invested by Bitexco Joint Stock Company also have many barriers.
To enter the new urban area of Cau Buu, people can only go through alley 94 Cau Buu street. This alley is quite narrow, many large cars circulate, making it extremely difficult to move around.
At the end of the urban area, there is another path but it is blocked by a wall, vehicles cannot pass through. It is known that the leaders of the Hanoi People's Committee requested to remove this wall since the end of December 2024, but until now, the wall still exists, blocking traffic.
According to official dispatch 4339, Cau Buu urban area and Eden Rose urban area currently have a connecting bridge but it is blocked. Eden Rose urban area infrastructure can connect traffic in the area with Thanh Liet street, Kim Giang street through alley 908 Kim Giang.
To resolve this situation, the City People's Committee directed the investor to remove the barrier on the bridge connecting the two urban areas, remove the barrier at the entrance gate of Eden Rose urban area to connect from Cau Buu Street to Thanh Liet and Kim Giang Streets, to reduce the load on Cau Buu Street.
Continuing to survey the urban area South of Ring Road 3 (the Manor Central Park) in Dai Kim ward, Hoang Mai district and Thanh Liet commune, Thanh Tri district, the reporter recorded some traffic sections that were fenced off and had barrier gates, so they could not connect to the main road.

Urgently speed up the handover progress
According to the official dispatch of the City People's Committee, in the Tay Ho Tay urban area, only Hoang Minh Thao street has been handed over to the City People's Committee for management. The infrastructure of the remaining routes in the urban area has not been handed over.
Xuan Tao Road (at the time of signing the document, it had not been handed over - PV) has been put into use by the investor, the Department of Transport has presided over and coordinated with the inter-sectoral inspection of the site. The city requested the investor to complete and supplement a number of items to ensure traffic safety.
The remaining internal roads have been painted with lines and traffic signs by the investor. However, because they have not been handed over, it is not possible to assess whether the traffic signs comply with standards or not?
From the above situation, the City People's Committee requested the investor to urgently complete the procedures and documents to carry out the handover. First of all, Xuan Tao road and other internal roads have been completed.
On Hoang Minh Thao Street, which has been handed over to the city for management, there are still 2 traffic lights at the Hoang Minh Thao - Xuan Tao intersection that have not been handed over. The investor is requested to urgently hand over the above items to ensure synchronous management.
At The Manor Central Park project, the City People's Committee's Official Dispatch stated: The investor has completed the infrastructure of internal roads within the scope of connection with surrounding roads including Pham Tu Street, internal roads connecting with Nghiem Xuan Yem Street (Ring Road 3) Thanh Liet.
Currently, the investor has just handed over 2 main axes: Pham Tu Street (route 1) and route 5 (connecting Pham Tu Street to Thanh Liet).
In the new urban area of Cau Buu, Tan Trieu commune, Thanh Tri district, the investor has completed the infrastructure of internal roads within the urban area. However, the entire infrastructure in the urban area has not been handed over to the city.
To speed up the progress of handing over traffic infrastructure in urban areas, the leaders of the City People's Committee directed the Hanoi Department of Transport to take charge of many tasks to request investors of the above urban areas to urgently hand over traffic infrastructure to the city for management. to complete the handover of traffic infrastructure.
