In the middle of the capital there is a street "without electric lights"
Present at Hoang Ngan Street (Hanoi) on the days before the Lunar New Year At Ty, the reporter noted that many sections of the road surface were bumpy, making it difficult for people to travel. In particular, Hoang Ngan Street from Hoang Dao Thuy intersection to Hoang Minh Giam intersection currently has a non-functioning lighting system, posing a potential risk to traffic safety.
Talking to Lao Dong, Mr. Nguyen Van Sy (Trung Hoa, Cau Giay) said that he often travels at night on Hoang Ngan Street. The lights here do not work, making traffic participation extremely dangerous. Especially at bad intersections, there are no lights, causing traffic collisions to frequently occur in this area.
"Right in the middle of the capital, there is a dark road with broken lights that have not been repaired for 4-5 years. I hope this road will soon be repaired and the lights fixed so that people can travel safely," said Mr. Si.
Hoang Ngan Street from Hoang Dao Thuy intersection to Hoang Minh Giam intersection is also the route that Mr. Ha Thai Trung often takes to pick up his children and go to work. There is also a school nearby, so there is a lot of traffic.
"Once I went through a section with many potholes and got a flat tire. I don't feel safe driving on this section of road, especially when picking up my child," Trung shared.
Not only Hoang Ngan Street, but many roads around Hoang Dao Thuy and Nguyen Thi Dinh (Hanoi) are also degraded.
What does Hanoi City People's Committee say?
Regarding the state of many degraded roads, people have reported to the 17th session of the Hanoi People's Council, Term XVI. Accordingly, people requested to upgrade and renovate the road surface and lighting system of Hoang Ngan Street from Hoang Dao Thuy intersection to Hoang Minh Giam intersection, Trung Hoa Ward (Cau Giay District), because it has seriously degraded and there is no lighting system.
Responding to this issue, the Hanoi People's Committee said that the Hoang Ngan route (from Hoang Dao Thuy to Hoang Minh Giam) has been renovated and repaired by the investor, a joint venture of two companies: Industrial Construction and Hanoi Urban Architecture Consulting Company. Currently, the investor has not coordinated with the Cau Giay District People's Committee to hand it over to the Department of Transport for management.
The lighting system of Hoang Ngan Street from Hoang Dao Thuy intersection to Hoang Minh Giam intersection was invested by Vinaconex Joint Stock Corporation since 2005. The City People's Committee assigned the Department of Construction and Cau Giay District People's Committee to inspect and urge the investor to fix the existing problems and damages, to restore the management and operation of the lighting system, ensure security and order in the area and soon complete the handover to the city for management according to regulations.
In the Hoang Dao Thuy and Nguyen Thi Dinh areas, voters reported that the Thanh Xuan District People's Committee has coordinated with the Department of Construction to urge the Vietnam Construction and Import-Export Joint Stock Corporation - Vinaconex to hand over the documents and current status of the technical infrastructure outside the house in area T, Hoang Dao Thuy - Nguyen Thi Dinh streets for the District to manage according to decentralization. However, up to now, the unit has not seriously carried out the handover; the city is requested to direct strongly to thoroughly resolve the content of the voters' petition, request the investor to hand over the infrastructure according to regulations, clearly state the progress to inform the people.
Responding to this issue, the Hanoi People's Committee said that the handover, acceptance, management and operation of the technical infrastructure system shall be implemented in accordance with Resolution No. 21/2022/NQ-HDND dated September 12, 2022 of the City People's Council. Accordingly, the district-level People's Committee is responsible for managing and maintaining all sidewalks, including sidewalks in urban areas handed over to the city by investors in the area.
The City People's Committee assigned the Department of Construction to inspect and issue a document guiding the Thanh Xuan District People's Committee and the investor (Vietnam Construction and Import-Export Joint Stock Corporation - Vinaconex) of the housing project in area T, Hoang Dao Thuy - Nguyen Thi Dinh street, Thanh Xuan district to carry out the handover, acceptance, management and operation of the above technical infrastructure system according to regulations.
To clarify issues of handover of traffic infrastructure and technical infrastructure, the reporter contacted Vinaconex, an industrial construction company.
