Not approved for the project
According to the investigation of Lao Dong Newspaper reporters, a market in Ha Binh commune, former Ha Trung district, now Hoat Giang commune, Thanh Hoa province, has existed and operated for many years. However, to date, this market has not been approved for investment policy of the project by competent authorities, so the local government has issued a document requesting demolition.

It is known that the market construction land belongs to the household of Ms. Le Thi Ninh (residing in Thinh Vinh village, Hoat Giang commune). On the land area of about 1,500 m2, many construction items have been built and completed many years ago.
According to the 2019 inspection record of the former Ha Binh Commune People's Committee, the above market originated from rice land of households, with an area of about 1,000m2. The remaining area is waste water surface land and traffic land managed by the former Ha Binh Commune People's Committee. Regarding planning, this land area is identified as industrial cluster land, according to the approval decision of the Chairman of Thanh Hoa Provincial People's Committee in December 2013.
With the above land origin, many years ago, Ms. Le Thi Ninh's household had repeatedly sent documents requesting local authorities, departments, branches and the Provincial People's Committee to consider and approve the investment in the Ha Binh Commune General Commercial Service Business Area Project.
However, after studying the dossier, on-site inspection and summarizing the opinions of relevant units, in April 2021, the old Department of Planning and Investment, now the Department of Finance, sent a report to the Thanh Hoa Provincial People's Committee. After that, the Thanh Hoa Provincial People's Committee issued a document agreeing with the department's proposal on not approving the investment policy of the Ha Binh Commune General Business Service Area Project of business household Le Thi Ninh.
Request for dismantling
According to the investigation of Lao Dong Newspaper reporters, although the above market has built many violating items and has been operating for many years, the handling and dismantling have not been carried out thoroughly.
Faced with this situation, implementing the conclusion of the Thanh Hoa Provincial Party Committee Standing Committee on continuing to inspect, review, and handle commercial service projects violating legal regulations in the province, the People's Committee of Hoat Giang commune has conducted actual inspections.

The content of the inspection focuses on cases where land has not been allocated or leased but there are acts of zoning, erecting fences, occupying land, carrying out construction works and deploying activities contrary to regulations.
Through inspection, the People's Committee of Hoat Giang commune determined that Ms. Le Thi Ninh's household had not been approved for investment policy for the above project. Therefore, the People's Committee of Hoat Giang commune requested Ms. Ninh's family to dismantle all violating works on the land and return the ground to its original state. Completion time before June 15, 2026.
In addition to Ms. Ninh's household, the People's Committee of Hoat Giang commune also requested Mr. Bui Van Ngan's household, the land leaser of Ms. Le Thi Ninh's family, to dismantle all works on the land due to violations of encroachment and land use without permission from competent authorities. Implementation time before June 15, 2026.
Although the People's Committee of Hoat Giang commune has issued a document requesting the above, according to Lao Dong Newspaper reporters' records as of July 9, 2026, the works at this market area have not been dismantled. Trading, market meetings, and parking here are still bustling.
