Tay Ninh Provincial People's Committee issued Decision No. 69/2024/QD-UBND on standards and norms for the use of specialized cars for agencies, organizations and units under its management.
According to this decision, the standard and quota for using specialized cars for agencies of Tay Ninh province is 182 cars (of which 147 cars are for provincial agencies and 35 cars are for district agencies).
Notably, the Tay Ninh Province Employment Service and Vocational Education Center (under the Department of Labor, War Invalids and Social Affairs) is allowed to have up to 100 cars for driving instruction.

The price of specialized automobiles prescribed in this Decision is decided by competent authorities in accordance with the market purchase price of the corresponding vehicle type.
The purchase price of the vehicle includes all taxes payable as prescribed by law, after deducting discounts and rebates. However, the vehicle price does not include registration fees, license plate registration fees, insurance fees, inspection fees, and road maintenance fees related to the use of the vehicle.
In case a special-purpose car is exempt from taxes, the full amount of exempted taxes must be included in the purchase price.

The standards and norms for the use of specialized automobiles prescribed in this Decision are used as the basis for planning budget estimates, assigning, purchasing, transferring, and receiving from aid, sponsorship, and donations of specialized automobiles.
The management and use of specialized vehicles must be carried out publicly and transparently, ensuring thrift and anti-waste.
The purchase of specialized vehicles under this decision must ensure compliance with the regime, standards, norms, and regulations of the law on public asset procurement and other relevant legal documents.
Agencies, organizations and units are not allowed to use specialized cars for private purposes; sell, exchange, donate, lend, mortgage, pledge or transfer to any organization or individual without permission from a competent state agency.
The funding source for purchasing cars is from the state budget, state budget support, aid, sponsorship, development fund for public service units and other legal funding sources to ensure savings, efficiency and compliance with the provisions of law.
Funding for vehicle purchases from the state budget must be arranged and allocated in the budget assigned by competent authorities to agencies, organizations and units.
Funding for purchasing specialized cars comes from aid and sponsorship from other legal sources:
If the aid and sponsorship are in kind (cars), it must be implemented according to the Law on Public Property, establishing ownership rights for the entire people, then allocating them to units with standards and norms for using specialized cars according to regulations of competent authorities.
If the source of aid or sponsorship is in cash or documents such as money, it must be implemented according to the Budget Law, paid into the state budget, then allocated to units with standards and norms for using specialized cars according to regulations of competent authorities.
