According to the Ministry of Public Security's Electronic Information Portal, the Ministry received a report from Mr. Nguyen Hung Son that recently in some places, people have been spraying paint and smearing dirty substances on traffic signs to deal with the authorities in the process of handling violations of vehicles prohibited from circulating on the roads.
Mr. Hung requested the Ministry of Public Security to answer how the act of smearing dirt or spraying paint to erase traffic signs to deal with the authorities will be handled?
Responding to this issue on December 26, the Ministry of Public Security said that Point b, Clause 2, Article 17 of Decree No. 144/2021/ND-CP dated December 31, 2021 of the Government stipulating administrative sanctions for violations in the fields of security, order, and social safety; prevention and control of social evils; fire prevention, fighting, rescue; and prevention and control of domestic violence stipulates as follows:
"A fine of VND 1,000,000 to VND 2,000,000 shall be imposed for dismantling, destroying or doing anything else that damages signs, directions, or signboards of agencies or organizations."
In addition, the violator shall also be subject to additional penalties of confiscation of exhibits and means of administrative violation and remedial measures of forced restoration to the original state.
