The Ministry of Transport is drafting a Circular regulating the speed and safe distance of motor vehicles and specialized motorbikes participating in road traffic. The draft will take effect from January 1, 2025.
Article 6 of the draft stipulates the maximum speed allowed for motor vehicles in densely populated areas (except for highways and elevated roads without intersections with other roads).
Accordingly, the maximum allowable speed is as follows:
In case the road in a densely populated area has favorable conditions to ensure road traffic safety (such as an elevated road without an intersection with another road, an urban road separated from the side road by a hard median strip), the road user manager shall organize an assessment, if safety is ensured, report to the Road Management Agency to decide on a maximum speed greater than the limit in Clause 1 of this Article and place a sign indicating the maximum permitted speed.
Regarding the maximum speed allowed for motor vehicles participating in traffic outside densely populated areas (except highways) is specified in Article 7 of the detailed draft as follows:
In case the road being exploited is located outside of densely populated areas and belongs to grade V and grade VI road sections according to the design level, or roads and road sections with unfavorable conditions, with potential risks of traffic safety (total width of the road surface in each direction of 3.5m or less, small curve radius, consecutive curves, large longitudinal slope, limited visibility, or other unfavorable cases), the Road Manager and User shall organize an assessment, report to the Road Management Agency to decide that the maximum allowable speed is less than the limit in Clause 1 of this Article and place signs for the maximum allowable speed.
Thus, according to the draft, motorbikes entering densely populated areas can go at a speed of 60km/h (for dual carriageways; one-way roads with two or more motor vehicle lanes), 50km/h (two-way roads; one-way roads with one motor vehicle lane).
For areas outside densely populated areas, motorbikes can travel at a maximum speed of 70km/h (dual-track; one-way road with two or more motor vehicle lanes), 60km/h (two-way road; one-way road with one motor vehicle lane).
