Explaining this issue in the document regulating the roadmap for applying emission standards for imported, manufactured and assembled motor vehicles, the Ministry of Transport said:
In practice, air pollution is increasingly serious in big cities, especially Hanoi and Ho Chi Minh City.
Concentrations of toxic substances such as carbon monoxide (CO), hydrocarbons (HC), and particulate matter (PM) often exceed the permissible standards (TCCP).
The exposure level of traffic participants also exceeded the permissible limit by 2-3 times. The average annual and average hourly nitrogen oxide (NOx) content at the roadside both exceeded the TCCP.
Air quality in Hanoi and Ho Chi Minh City is low compared to more developed cities in the region such as Bangkok, Hong Kong (China), Busan, Seoul... and tends to get worse.
According to national environmental reports for the period 2016-2020, most air pollutants (NO2 CO, PM) in urban areas originate from the activities of road motor vehicles in circulation.
One of the important factors affecting the emission quality of vehicles is the emission standards of imported, manufactured and assembled motor vehicles before being put into circulation.
The Ministry of Transport added that Conclusion No. 81-KL/TW dated June 4, 2024 of the Politburo on continuing to implement Resolution No. 7 of the 11th Central Committee on proactively responding to climate change, strengthening resource management and environmental protection stated: "Promote green transformation, circular economy, equitable energy transition; focus resources on addressing the risks of resource depletion, environmental pollution, and ecosystem degradation; gradually reduce dependence on fossil fuels, and strongly shift to developing and using clean energy and renewable energy".
Law on Road Traffic Order and Safety: Clause 6, Article 41 stipulates that “The Prime Minister shall prescribe the roadmap for applying emission standards to imported, manufactured, and assembled motor vehicles”.
Decision No. 717/QD-TTg dated July 27, 2024 of the Prime Minister promulgating the list and assigning the agency in charge of drafting documents detailing the implementation of Laws and Resolutions passed by the 15th National Assembly at the 7th session.
At point 23, section 4 of the Appendix issued with Decision No. 717/QD-TTg, the Prime Minister assigned the Ministry of Transport to preside over the drafting of the "Prime Minister's Decision on the roadmap for applying emission standards for imported, manufactured and assembled motor vehicles (Clause 6, Article 41)".
For the above reasons, the Ministry of Transport believes that the development of a "Prime Minister's Decision stipulating the roadmap for applying emission standards for imported, manufactured and assembled motor vehicles" is necessary to ensure the stability and continuity of the legal system.
