Mr. Nguyen Xuan Kha (in Soc Trang) asked: In case the vehicle registration certificate states that the vehicle is a towing or transporting vehicle, is it considered a specialized vehicle? What documents are used as the basis for this?
Accordingly, Mr. Kha said that he referred to Circular No. 28/2021/TT-BGTVT which regulates the fee when vehicles pass through toll stations.
For specialized vehicles, "load" is understood as the total mass allowed to participate in traffic of the vehicle recorded on the Certificate of Registration and the collection rate of the vehicle group with the corresponding "load" for each group is applied.
In case the Certificate of Registration does not have the total mass allowed for traffic participation, use the total mass value according to design.
So, on the car registration certificate, if the vehicle type is stated as: Towing car, transporting car, is it considered a special-purpose car or not? What document is the basis for application?
Responding to this issue, the Ministry of Transport said that the TCVN 7271:2003 standard compiled by the Vietnam Register, proposed by the Directorate of Standards for Measurement and Quality, and issued by the Ministry of Science and Technology regulates the classification of automobiles according to their intended use for passenger cars, cargo cars, and specialized vehicles.
The car (according to specific information provided by Mr. Kha) has a type certificate number 0020/VAQ09-01/17-00 dated January 20, 2017. Based on the above grounds, his car is not a special-purpose car.
